Welcome back to News 12. Ask the borough president with Brooklyn BP, Antonio Reynoso. Ready to get to some callers this evening? Let's get to it. All right, let's kick it off with Kimberly, who's called in from East New York. Kimberly, thanks so much for calling and what's your question for the borough president tonight? Yes, good evening and happy new year, Borough President Reynoso. Thank you Kimberly. Thank you. Yes, I'm from East New York and my question is. Um, besides the affordability of when you're trying to rent an apartment, the housing crisis and all of that, I wanted to know, do you happen to have any ideas or suggestions of what prospective tenants could do to, to, um. Try to see about getting over that finish line and, and, and getting over that barrier of the credit check and the background. Yeah. Yeah. Yeah, so, so there, so thank you Kimberly. So Kimberly is saying that on top of it being an affordability issue that when you try to get an apartment there's also a background check that landlords do to see, uh, a background check specifically on your credit and, and it's, it's like you're entering into a contract with, uh, an owner of a property. And um the credit check is a difficult thing to to ignore if it's if it's really if it's really a problem we've done certain things in the city of New York to prevent that from being the leading cause of why you can't pay rent uh but then we have landlords that'll have you pay. Uh, 6 months in advance, 8 months in advance, 9 months in advance, and that's not something somebody can afford, um, so there are other things that we can do to help with your credit score, uh, and help you be in a position where you can get an apartment without having to worry about that. That's a very difficult thing to do, um, it's very difficult if you have bad credit, um. You know it's a difficult thing to do. I've heard ideas and just ideas being floated around in the past about allowing rent that you've paid to be a part of your credit score formula. What do you think about that? Yeah, so, uh, public advocate Jumani Williams had talked about there are other ways to show that somebody has good credit or is reliable that are that is not related to, uh, to your to your credit score. Uh, because while you might have missed a couple of payments for a credit card, um, you always paid your rent in your previous apartment and you had, you know, 2 years, never missed rent. That's a very, that's a, a perfect and a great example to show that you. That you uh that you're reliable um I I remember Jumani Williams pushing that but um you know we have folks in the real estate industry that really push back against these things um, they already feel like we have onerous laws that support tenants and that this would be another one, that would make it so that they won't be able to remove unreliable tenants from. From their system so it's, it's a challenge and it's very difficult, but I do think that there should be an alternative to just your your credit score to to speak to whether or not you'll be a good, a good tenant. Let's get to another caller who we have on the line. We have Uriah who has dialed in from Karsi. Uriah, thanks so much for the call and what's your question tonight? OK, so, uh, my question is about the congestion price. I, I work at the postal service and I go to work 2 a.m. in the morning. So, um, if it is about congestion, why am I paying the congestion going to work at 2 a.m. in the morning? Yeah, so, so thank you so much for the call. Um, so off-peak hours is like 250, so it's the equivalent of paying for a, a train ride. Um, so those are off-peak hours, uh, and I said, uh, congestion is a part of it, but it isn't the only thing. Um, I wanna be very clear and honest to people. This is about congestion, but this is also about raising money so that we can get to a place where we can start supporting our, our public transportation system for ourselves. We keep talking about that we're gonna make them more reliable. We're gonna make them cleaner. Those are the things that we're gonna do buying new new car, uh, new, uh, train carts. We're gonna have elevators. We're gonna make them more accessible. We're doing all that with the funding we're gonna get from the tolls. The tolls are not just there for congestion. They're supposed to be assisting us in. Meeting a $15 billion gap in construction and development costs for the MTA, so just want to be clear that while yes congestion is a is a primary goal, it isn't the only goal that we're trying to achieve here. Tia's point, she's a federal worker as a postal employee. There have been exemptions for other individuals, other groups of individuals, uh, for this program that have been passed. Do you think one for federal employees or city workers is something. That the MTA should also consider no, um, I think that we shouldn't have done any exemptions. I think we go down a slippery slope now because now you have to tell the postal workers that, you know, that the the cops are OK, but you're not. The FDNY is fighting to get exempted, but nurses are not like it gets to a point where it's like then everyone gets exempted, um, to come in and what we're trying to do is again deal with congestion and raise and raise money for the MTA, but, uh, the goal here to the true. Goal here is that cops, nurses, firefighters, postal workers, if they're going into a central business district that they actually feel good about the subway system that it is a valuable or viable alternative and right now people don't feel that way with these increases with these repairs, um, and these changes it should be more reliable, it should be faster, it should be cleaner and when they see that, um, you know what we're hoping is that OK they taking the train isn't that bad we can do this we can make it happen, um. And also the city is not congested and also we're raising money for to maintain a world class public transportation system. With those goals in mind in 2 weeks' time we're gonna have a new president who has already expressed his uh lack of excitement, let's say for the congestion pricing toll and has said that he might scrap it. Are you concerned at all that that does become reality when Trump takes office? Um, I don't think so. I think in everything he said he hasn't said he wants to scrap it. I think he's being very. Donald Trump, uh, is a person that doesn't choose his his words well on occasion and has never said a person like that that is loose with the lips has never said that he is going to shut it down. He says he doesn't like it. He thinks that Cadioko made a mistake, but he's never said that he's gonna undo it publicly, so I don't see that happening. I don't see that being the case, but if it happens, um, then we would be able to file a lawsuit, but there'll be other things that we can do because there are tools. Get to New Jersey. There are tolls to go to the George Washington Bridge. Like there are tolls everywhere else, and if we take this one out, then we would be able to make a case that all tolls are illegal or shouldn't happen. Welcome back to Ask the borough president here on Newspell Brooklyn with Brooklyn VP Antonio Reynoso keep those calls coming. We're gonna get to them in just a moment, but I do want to touch on a topic that I know is near and dear to your heart, and that's maternal health, something that you have worked diligently on as VP and as a council member before that and now the New York City council has announced this new first of its kind program to provide stipends to expectant mothers who are at risk of homelessness. What's your reaction to this announcement and what kind of impact do you. You think this program could have here in the city? I, I think it's gonna be uh an amazing thing and a great impact. Well, the last thing right now there are more women and children in homeless shelters than there ever been, and actually the majority of the people in shelters are women and children, um, and we need to do something about that. And if this, uh, small, I think it's $1000 a month allows you to stay home because you can pay the rent because you can pay for food, you can pay for diapers to expectant mothers it it's that's exactly what people are looking for those are the. Type of supports that government are supposed to be uh presenting itself we're talking about the need for people to have babies, but we are not uh a city or a society that does anything to assist women during that process uh everything is difficult, but now we're seeing, uh, with the governor's presentation of you can take one day a month of paid sick time to go to a doctor's appointment. Now you get, uh, you know, universal basic income or basic income for $1000 a month for 3 years to 151 mothers. In New York City, um, that are now not gonna be homeless, they're not gonna be in the in the shelter system in which we pay a lot more than $1000 a month to take care of while they're with us in the homeless shelter system so we save money and we protect lives and stabilize lives. This is uh an amazing initiative by Speaker Adams and the council. I couldn't be happier and I'm just grateful that we continue to talk about maternal health in a real way and that, you know, it's not only me, it's so many people. Cathy Hok has done a great job, um. And and now seeing the council do it just like really excited about it. One of the moms impacted by this program that we spoke to actually said that this is gonna allow her to go to doctor's visits, you know, as someone at risk of homelessness, she didn't have insurance she was worried about how she was gonna get care for her and her baby, so I mean it goes to show just the game changing impact that this could really have you have to look at that a lot of the the work that happens that uh the reason. Uh, women are dying while they're giving childbirth is there health complications that doctors don't know about because women are coming to them for the first time when they're about to have the baby and they don't wanna lose work that time. They don't wanna lose work days because they don't have the money. This is gonna allow for that to happen, so I'm really excited about it. I'm sure a lot across the city are excited for those impacts too. More to come here on Ask the borough president stay with us. We'll be right back.

Thanks so much for tuning into Newspoll Brooklyn for Ask the borough president with Brooklyn BP, Antonio Reynoso. We've all covered already, I should say covered a lot of ground, especially with regards to congestion pricing, but with the toll now in effect, it is certainly the topic of the day. So we have another caller to get to Janet from Crown Heights, who's called in with a question on just that. Janet, thanks so much and what's your question for BP Reynoso? Well, my question is, um, maybe he can explain how, how this um congestion pricing pricing will produce enough revenue to help the MTA when it seems like the whole premise of it is to discourage people from coming into New York City and driving. And if the people are not coming into New York City and driving, then you can't collect the, the fee. So it doesn't seem to make sense to me if you, if that's one of the claims. How, how do, how do you justify that if you're trying to fund the MTA but you're not getting the people driving in, then you're not getting the money. Yes, thank you, Janet. So the reduction of just 30%. I was I think the initial goal and that in itself was supposed to unclog the streets which it I this I'm excited for the the weekly statistics to come out so that people can see what the reduction looks like so we're not talking about zero. So there's still people that are gonna be taking that are gonna be coming in. We still have, uh, taxis and and uh other alternatives, but also it's MTA fares. Uh, if we have an extra 40 to 50,000 people taking the subway system now they're paying a fare for the MTA. and there we've just increased, you know, that's uh $200,000 a day, $300,000 a day that is going up. So we're gonna increase the amount of people in the subway system and with those fares, there's gonna go up but also the tolls we're not gonna remove congestion pricing isn't about getting to zero, it's about reducing it to only essential trips, um, so what we're doing is the non-essential trips which were the 30, 40, 50% of these trips are just people that decided they wanted to go do something. The central business district and could care less about how long it's gonna take those non-essential trips are now gonna be taken off, but the majority, there's still more people continuing to take it than than not we're not gonna reduce it that much where the money is not gonna be made. When you say we'll see added traffic on the subways hopefully as a result of this also being floated around is another proposed fare hike when we talk about alternate modes of transportation city bikes just hiked their prices as of today. Again, back to the central theme of affordability and just the cost of living in the city right now, how do we balance all of that if we're trying to get people to avoid paying a $9 toll by taking public transit, but we're still seeing increases there as well. In both cases I don't think we should be doing it. I don't think that the MTA should be increasing their fares at all, especially if we're doing congestion pricing, and it's an example of when I do think government doesn't do a good job. I am a proponent of congestion pricing. I think it solves for. Three big problems that we have which is we don't have a state of the art system we have too many cars driving into the central business district and we can solve for all those problems with congestion pricing for Citi Bike to increase its fares, it's, it's not good. We're discouraging people from using the alternatives that we're asking them to use by making it more expensive and not available for people and for the subway fares to go up, it just really feels like you're sticking it to to to to the folks it's like, OK, I won't get in my car I'll go in the subway system because I don't. Want to pay the 9 bucks, but now you're gonna increase the tolls that which is what a fare is for all intents and purposes we pay tolls as well when we take the train with that fare. So I do that. I would agree that we need to take a harder look at that the MTA, we should, I will fight tooth and nail with the MTA and making sure that they know that I do not support a rate hike, a fare hike, um, and Citi Bike, you know, we have more control there and we should be doing a lot more to help subsidize Citi Bike and making it more affordable for people to use so those are. Two examples on affordability that the government can't step in that is not significant when we talk about city bike, uh, being able to use public dollars to pay for the bikes and the racks, one shot deal can go a long way because the cost of the bikes, let's say it's $100,000 for a rack if we pay for that as the city of New York and it means that we can maintain an affordable price, we can see them everywhere we can see more electric bikes which are being used left and right with, with, um, city bike. So again I think that. The city and the state are making a mistake by increasing the fare of the subway and increasing the fare of city by. Both things that will continue to follow that fare for the subway not officially yet, but perhaps more voices like yours might sway in that one you will see me fighting to not have that happen and I'm sure many Brooklynites happy to hear that. We do have another caller, Mark from BedSuy to get to Mark, thanks so much for calling and what's your question for the BP? Hello Mr. President. Um, the question I have is, um, I'm a landlord and we had a program called ERP, which was the assistance, uh sorry, the emergency assistance rehousing program which was allowing us to incentivize landlords to take um families out of the homeless shelter and pay their rent. For them, but that program doesn't exist anymore. So is that something that they would think about bringing back and um Mark, can I ask you before you go, can I ask you a question, Mark, before you go? Um, you're a landlord and you're a landlord and you would, you would take in a family if the city was paying you the, the rent, the market rate rent, you would take in a family house. I have done it. OK, awesome. So Mark, you are, you are, uh, uh, uh, you're from Brooklyn, so of course you are. You're an amazing person. um, I want you to know that. The city of New York has something called FES vouchers which do just about that. What they do is they pay a significant amount of the rents for families that are in shelters that are trying to get out, um, and the FES vouchers are pretty much sitting there and we have, uh, you know, hundreds of thousands of people that have them eligible. Landlords won't take them. There's discrimination happening. They assume maybe we have a. Perhaps voucher that you're you're a person that's not gonna take care of the apartment and different things. So right now we're having a very hard time finding landlords. What we're doing is enforcement work. There are people, uh, acting like they're looking for apartments that are actually inspectors from the city of New York, and they say, oh, I have a FES voucher, and then when they get denied that landlord gets fined for discrimination. And we need to expand that significantly, but Mark is a unicorn. These landlords right now are not taking FES vouchers. We have a ton of them and they're, they're just not being used. What we are trying to do though with the FES vouchers is also increasing them in certain areas. For example, if you have an apartment in Williamsburg where a one bedroom costs $4000 the FES voucher there can be, can be more expensive. You can get $3000 but if you're going to a place. Where the rents are not that high, the vouchers only worth 1500 to really have people have more diversity on where they can live in the city of New York, but right now the voucher system is not working, and Mark is like I said, a unicorn that is the exception that is not the rule, but I'm glad that he called because we have a lot more work that we should be doing on that very often on the show I feel like we get the opposite. We get someone who's called in who has that voucher and cannot find someone who is willing to take it. So good to know that we do. Have people like Mark out there who are looking for those opportunities now we just got to connect his number somebody we want to recognize. Don't worry, we're gonna connect you with him offline. I do want to pivot back to something we were talking about a little bit earlier you were talking about government and there has been a lot going on in city government even just since we last saw you. another one of the mayor's top advisers having to step down amid now new criminal charges that she faces that eerily. Uh, mirror what the mayor is facing at the federal level and of course the ongoing changes at the NYPD. What is your reaction to just the continuation of these developments at the city government level? Yeah look, I, I got into politics at a very young age and I was part of a a local political club whose entire premise or existence is on getting young people to get involved in politics. And we were very clear about what we wanted to see from elected officials and what we don't want to see and when this is happening it makes it harder for us to attract people into the political sphere. Um, so, uh, it's tough, it's very tough, but I also do wanna, uh, my human side, I, I guess we all have a human, we're all, it's just I don't want anything bad to happen to anyone, you know, like it's sad that any of this is happening, and I wish the best for the NYPD, um, uh, chief, uh, for the aid to, to the mayor in both cases I wish them the best, but it makes it hard for us to govern when people assume that we're all corrupt or corruption is happening. And it needs to be and we need to clean it up and I think that's happening now and I. You and say that in the time that the folks have been either have left have been removed, have resigned that this administration has had some superstars and like Maria Torres Springer who is like absolutely a gem and it's the easy person we've known she's been great for a long time, but she seems to have been empowered in this administration and we're starting to see the results of her leadership and if we would have had that sooner and you know loyalty wouldn't have been the only thing that we were relying on in City Hall. Maybe you know more things would have been done to solve for the crisis that we have um in our in our city but again it's sad it breaks trust, uh, we need to rebuild it and I think we can, um, because we're resilient, but I, I do wish them the best. I hope no nobody goes to jail. I hope everybody is found innocent and we can get back to just governing a reminder of the humanity of it all, especially because both those people have ties to Brooklyn, yes, and I, I know both of them personally. Uh, and you know, like I said, I wish them the best, uh, I, I hope that whatever we found is not necessarily, uh, something that. Warrants a prison sentence. Then at the federal level like I mentioned earlier in 2 weeks' time, a new president uh impacts that you are concerned about that could play out here in Brooklyn. Yeah, so it's so much speculation right now and I wanna be careful with that. um, I, I don't know what's gonna happen and we, you know, preparing for the worst just gets people very scared. Um, and fear has been driving our politics for too long, so I wanna stay away from the fear and start like I'll, I'll be ready, we'll be ready, but we're in New York City. You can't knock us down, you can't take us out, so I'm not worried, we're gonna make it happen. Words that all New Yorkers live by. The conversation continues right after this quick break. Thanks so much for staying with us here on Ask the Borough President with Brooklyn BP Antonio Reynoso. More callers. Let's get to it. We have Marcia who has dialed in from Karsy tonight. Marcia, thanks so much for the call and go ahead and ask your question. Good night, Mr. President. My question is, Um, commute from Karsi to the Utica Avenue train station. It's a hustle getting in and out of the train station because all these people are selling and you know, the van drivers, it's so hard to get in and out. What can be done? This is, this is real. So Karsiarsi is. Uh, an area in Brooklyn with very little transportation opportunities or access or alternatives. A lot of people take one bus. This in some cases you have to take two buses to get to the first train stop, um, but then the train stop, because of that, and everyone's piling up to like one central area, what we're seeing is vendors. Uh, they have, uh, these, uh, dollar vans, uh, some of them legal, some of them not, um, and it's just madness, um, and to get it under control is very difficult because what's happening there is an example of just like market forces when you allow for the market to dictate where people need to be. There's no better place in Brooklyn than Utica Avenue, um, so she is right, but what we can do, and, and it's an unfortunate thing, what you're asking for is for us to, which is fine, is enforcement on the dollar van drivers that are doing illegal work, um, who would argue that, you know, they're fulfilling, uh, a need, right? Well that's what they say is like there's no trains here so we're actually helping you by allowing for people to travel back and forth, but we can do that. Then vendors, uh, who are, you know, the vendor conversation, God forbid a cop goes up to a vendor and tells them to pack up that, you know, they're on the news the next day you'll have them, you'll have them in News Channel 12, so I think that the cops are staying away from that type of enforcement. I think sanitation does that work now and the dollar van drivers are are making a case that they are a, a need, but I will personally be calling the uh. Uh, the mayor's office and just having a conversation with them about Utich Avenue. This is the first time, you know, I do wanna say is Utich Avenue is like very Brooklyn. You know, like if I make changes there I might get in trouble, uh, because people are just like that's what you expect like when you go there so I wanna see I wanna make it so that people feel comfortable. It isn't like it's a gauntlet to get through to get to the train station. She's absolutely right, but it's like what who we are, um, and is there is there a balance between being who we are but also having some level of order to allow for, you know, uh, you know, anyone to walk into the train station without having to be harassed or, you know, the, the dangers of. Vehicles, the screaming, the noise we could find a balance, but I'm, I'm gonna look into it. I'll look into it. I think it's an interesting dichotomy because we're talking about alleviating congestion in lower Manhattan, but then here's an example also of where it's building up in our own backyard here in Brooklyn. It's been like that for such a long time again, Karsi, it's the last stop on the train, the train as well so it's just like all those vehicles that are coming in, all the people from the buses coming in and it all piles up in one area. It's all it's been like that for quite some time. Um, and we could do better, we could do better, so I, I'm gonna look into it. We touched on this a little bit before, but I do think it's worth revisiting, and that's the topic of subway safety right now. You talked about cops not being the answer in terms of making people feel safer because it's back to that balance of perception versus reality. What else do you think needs to happen to truly achieve safety on the trains? I do wanna say like the value of the officers in the trains. Is a perception issue. It is not a reality issue because the governor had already introduced 250 extra officers. We have private security firms in our subway systems, and the woman got burned and no one stopped it. No one saw it. No one they saw it and they didn't respond to it. So just wanna be clear that if you thought that cops were the answer. Then that would have never happened and that wasn't what the answer is but when you see a cop roaming the subway, the carts, when you see them on the platform, it has value, it makes you feel safer so the feeling of safety is presented the cops do that. They, they make you feel safer, but to actually be safe we need that person that burned that woman, that woman to not have been in that situation, to not have been in that in that in that circumstance. What are the services that we can provide to those folks so that doesn't. Happen when somebody's on the train we need to be able to give them support and services we need to get them off of the train and into supportive housing services or into mental health services so that's where it is but we're not doing that. The mayor just talked about committing more cops to the train station to make you feel better about the video that you're gonna see next month and I'd rather the video not show up and the way to do that is by providing services for these folks and. And we're not doing that and we never do that. We throw cops at everything and it doesn't solve the problem. There are more cops in the train stations now than they've been in the last 10 years and over the last 2 years we've seen more deaths at the subway system than not. So the cops are not the answer again, the answer is dealing with the homelessness issue and dealing with the mental health crisis. If we deal with that, we won't need cops in the subway. So that's fine. To that point, looking ahead to 2025 at large, what do you think some of the legislative priorities need to be at the city and the state level? It's uh it's what we've been talking about for a long time and this is one where you know I I'll shock a lot of people but it's work that I we were doing when I was a council member in 2013 under Bill de Blasio. Bill de Blasio cared about affordability and while he might have not been the greatest communicator while you know the or the greatest manager, the ideas were there. We have 3K and pre-K. Because of Bill de Blasio, that means that parents who didn't need to pay for child care all the way till a kid was 5 years old in in the kindergarten that at 3 years old, your kid was under our care doing early childhood education and saving you money that matters. MIH, the, um, uh, mandatory inclusionary housing, we built a ton of affordable housing under the Bloom, the de Blasio administration. Um, that is in every single rezoned area in the city of New York that didn't happen under Bloomberg. Bloomberg just built market rate housing that didn't happen under de Blasio administration. We addressed, uh, the fair fares happened under de Blasio, which means we can get half price metro cards if you're low income, so we make it easier for you. It's all about affordability and we were already doing that and it was working, but the crisis came through with COVID. Crime became the top issue, not affordability. And the person they thought would solve for that was Eric Adams, but if we would have continued on the path that Bill de Blasio set the foundation for, we would have continued to address affordability and not made it, not made it so that today that is the number one priority. That's what everyone's gonna talk about things we were already doing in 2013. Yeah, I think a lot of people at home resonate with what you say about affordability being at the top of their list. Thanks for staying with us for this edition of. Borough president here on East 12 Brooklyn with Brooklyn BP Antonio Reynoso already set the stage for what to look ahead to in 2025, but we also have some events that your office is coordinating. Tell us a little bit about that. Yeah, so the first one with the constituent services pop up, uh, borough hall is not easy to get to and the borough is huge. It's the, the biggest borough in the city of New York, so we try to go out into communities and every other Monday we're gonna be at the Costa you, uh, library, um, and it's gonna be, it's gonna be services. Constituent services, you have any issues with DOB, you have any issues, um, with, uh, you know, rent, uh, housing, please come see us and we're gonna do the best we can to support you. It's from 10 a.m. to 5:30 p.m. and it's a full we bring the entire staff, the entire team, they're gonna be able to be helpful, and the Cotoio library is amazing, uh, and we're so happy to just be able to be there. And then another thing we're gonna be doing is a DOB. So folks have a lot of issues with DOB and usually you go through 311 and that's the the. Main way to solve solving for your problems, but we're gonna see you in person and you'll be able to talk to a DOB person and they can negotiate, uh, if you have a ton of fines we can get those summons corrected one fix them, but, uh, also if you have $10,000 in fines, sometimes you can negotiate them down and now it's a secret a lot of people don't know that you can negotiate with the city of New York. Not everything is written in stone if you come and it shows that you're making an intention, uh, if you're in a DOB situation. And you're making, uh, or you're trying your best to solve for the problem they will lessen the summons because what they wanna do is fix the problem, not fine you so please come out to either one of those. That's a great little tidbit to keep in mind that you have the access to these resources and just a good reminder for Brooklynites everywhere to know that their government is responsive, that they want to be there to help them and to kind of create that that line of accessibility between you and the constituents you serve. Yeah and DOB loves this stuff because they you know they're. They're known as the big bad wolf for everything they do, but it's like, no, we just, it's just we're service agencies. I think people have forgotten about that. I think government has forgotten about that, but we're service. We're here to make your life easier, not make it more difficult, and if we find you, we probably just want you to fix the problem. We don't really want the money and we can work through that in this DOB workshop, so I'm excited for it and it all comes back to pointing people in the right direction. BP Reynoso, thank you so much.
