Thanks so much for being with us here on. Ask the borough president with Brooklyn BP. Antonio Rain. No, so great to have you back with us already. We're covering a lot of ground and I believe we have our first caller of the evening on the line. Tiffany from East New York. Thanks so much for calling. What's your question for the BP? Hi. I reside in East New York and I would like to know what could be done to clean up my district. Um, is there so much trash and garbage around the area? And I would like to know if there could be some type of clean up or enforcement or what efforts could be done to change this. So, can you, can I ask what street specifically in East New York is a problem? Um, pretty much, um I'll say when I'm walking around, like, um, I've noticed in front of a lot of businesses, Pennsylvania Avenue co um by New Lot. Um, you know, a lot of areas, um, Flatlands Avenue and Elton, there's a lot of illegal dumping that happens over there. So it's several areas. Ok. So we'll, we'll, we'll look into it as a, as an individual matter. But I also wanna say we in 2019, when I was a council member, we passed something called commercial waste zones. Um, and it's specifically to address this issue right now, small businesses get to pick from 80 different carters that pick up their trash in the city of New York. And because of that, the businesses wanna get the best price. Uh So it's a race to the bottom. So we're talking about folks with old trucks that do terrible service. That would just take all the garbage and leave a mess after that in the sidewalk versus what we're looking for is like, pick it up, clean up the sidewalk, make sure it's high quality work. So the commercial way zones is limiting, you can't have 80 people, 80 different businesses working in one neighborhood. We're limiting that to about three per neighborhood and in doing so, uh we feel like we can increase the quality of service. So in business districts specifically where businesses leave their trash out where there's restaurants and other and other businesses. Um, you're gonna see uh an increase right now. It's a pilot program in Queens. Um And we're hoping that before the beginning of next year, we have more sites where we're gonna see this, but because of commercial way zones, the quality of service we're gonna get in business districts should increase. So hopefully, let's see, let's see if we see some progress. Something to look forward to. Hopefully here in Brooklyn too. Something else. A lot of people are looking forward to are this, uh, city of yes housing proposal, the big housing push by Mayor Eric Adams. Uh, any update on how that's playing out here in Brooklyn. It's, it's a, it's a difficult conversation to have. Uh, the city of New York only knows how to do zoning. The city doesn't do planning. So, So people are frustrated because all they know is these rezoning that come into their neighborhoods, they build big towers and then traditionally, what you see is significant gentrification following that. So there's this big fight and it and it happens almost exclusively in poor neighborhoods and poor neighborhoods in the city of New York tend to be mostly black and brown. So there's just this distrust and this inability to get it right. The city of ya is a city wide text. So it's not a zoning. So it's not happening where one neighborhood is being rezoned and the towers are going up in that one neighborhood. What we're saying is we wanna Sprinkle it, spread it out, everyone does a little bit. So that means that if you live in a a one story area and uh our one family home and you have a garage, we're gonna give you the opportunity to turn that garage into a studio apartment for grandma or for your son that doesn't wanna live in the second floor of their house anymore, whatever it is, we're gonna give you an opportunity to change that. Uh If you're near train, we want ST um you know, 3 to 5 story buildings now near transit because it could take on more people because you don't need a car in those situations. Um If we have an office space in Manhattan, uh office building in Manhattan because of COVID and how everybody's working from home. Now, maybe we could convert that office space into a residential building. So we have that in the city of Yes. So it's a bunch of little proposals city wide where everyone contributes a bit and we should be able to produce about 100,000 units of housing. But the distrust of the residents of Brooklyn uh to this city and to this mayor is high and we're hoping that we can have a honest conversation and get to a place where more people buy into it because I actually think it's a, it's a proposal that we can get right. And the last thing I wanna say is uh this is just one part of a larger book. This is one chapter of planning for a larger book. And I think people are trying to stuff everything into this one proposal because it's all we have. I wish the mayor would have presented us with a plan and show us that this is one part of a plan we're gonna talk about affordable housing. We're gonna talk about preservation. We're gonna talk about landmarking. We're gonna talk about all of it. But this is just this one part. But because we don't have anything else, everyone's just hammering and beating up on the city of Yes. So I think it's a bad planning, a bad planning proposal by the mayor, but a very good chapter in a good planning proposal if that makes any sense. Absolutely. And a very hot topic, I feel like across the city right now. So many of the conversations we have here revolve around housing and it makes me think of the big headline coming out of today specifically where the Section eight waitlist has now reopened the first time. And I think about 15 years, can you just break down for tenants? What that means? What steps they should be taking right now because it's a limited window? Yes. And I have some information here. We're actually trying to do something in Borough Hall where we bring people in answer questions, fill out applications. Yeah. And everyone knows the Section eight program in the city of New York are in the country is one of the most successful poverty assistance programs that ever existed in the history of the United States. Um It was something that uh pulled people that were homeless and suffering through the great depression into, into opportunistic moments. I'm a uh proud uh recipient of section eight and I feel like I had a roof over my head specific because of it and my mom didn't need to worry about being evicted uh because we have section eight. So that is opening back up. It is in a program that subsidizes your rent. Uh and the vouchers are gonna start opening up very soon. It is a limited window. Uh We're gonna uh make sure we get information to the general public because Borough Hall is going to be a site where we're gonna do some applications. Uh, but this is the first time in 15 years. So I think it's a great thing for the city of New York. I think it's good for affordable housing, good for uh keeping people in their homes and I'm excited. Thanks so much for sticking with us here on ask the borough president with Brooklyn BP, Antonio Reno. So you have been busy and a lot of schools lately is the season to welcome the summer season. And also for graduation, you just gave a commencement address at Brooklyn College. Well, not, I was a, it's like, uh, hello. Uh So it's, it's a lot of fun. I love Brooklyn College. Uh I love just being a commencement. I remember my time when I was a student and how important it was and, and I, and I would just say that, um, for Brooklyn students that are graduating, the message that we give them is you're from Brooklyn or you graduated from a school in Brooklyn if I'm there. Uh, and in Brooklyn, we don't make excuses. We make things happen. So no matter what life throws at you, no matter how difficult your circumstance is like, we can get through it, you can figure it out. It's the Brooklyn grind. It's the Brooklyn grit. Um, and just really letting people know, um, congratulations, but don't make excuses and make it happen and make us proud, make us proud. We need more engineers and lawyers and judges and just all that good stuff. Um So I'm really excited. I love graduation season, Words of Wisdom from VP Reynoso right there. How can government best support these students as they embark on the next chapter of their lives and also the students in our city public school system to make sure they make it to a graduation celebration 100%. And, and look, I, I think education is the foundational piece to, to get yourself out of poverty and to build a and get opportunity in, in the world. But it definitely in this city and we gotta do more. We have to just make sure we, I wanna over resource our school. It's the one place where I can't stand ever hearing a budget cut happening in edu in our education system. It's the one that just the great equalizer. Uh There's no reason why we can't just throw money at these kids and make sure that they have the best equipment, the best infrastructure, the best teachers. Um and then also uh extending their, their education is becoming very costly and people are falling into significant debt. I believe cuny should be free. So the city University of New York should be free. It used to be free before it should be free again. And it's uh an example of how our city could show up for our young people and that give us an advantage that other states don't have and really put us on a track to progress. So, um again, just more resources for our schools being free that'll solve a lot of problems in this city. Let me tell you, city lawmakers take note as you're negotiating the final budget plan in the coming weeks. Ask the borough president continues right now here on news to Brooklyn with Brooklyn BP. Antonio. Re No, so great to have you with us once again to be here and we have some callers on the line that we're ready to dive into. I think Pinna from Crown Heights is called in with a question. Patina, thanks so much for dialing in. And what's your question for the BP? Hi, good afternoon. Uh My question is about the uh congestion on Utica in Eastern Parkway with the Dollar vans and the city buses. Um, every morning it is like you're driving through a maze because the Dollar vans block the bus stop, the buses cannot turn from Eastern Parkway on to Utica and then you have people getting off the bus, the Dollar vans cutting off the buses so they can let their people out. They make illegal u-turns there. And it's just, I've, I've actually sat at that light for six lights before I was able to get across Eastern Parkway. Yeah. So I, I it's just a reflection of how poor our transportation system is here in the city of New York because uh one the Dollar vans, I, I believe are a result of our system being not being good enough. Right. And, and that's what happens when we don't do a good enough job. Something comes in to fill that void and that's what the dollar vans are doing. We had a robust system. We wouldn't need them. Uh, that's the first one. The second thing is the fact that there's just no enforcement, this city just doesn't do any enforcement. It doesn't put itself in a position where in the cases where we have a bus stop where no one's supposed to be on top of it or on it where there's a police officer just telling people to move it alone. It just doesn't happen. Uh, because car is King in the city of New York, uh, over everyone else over everything else. The cars run the show here when it comes to transportation. Uh, but we can look into this because if they're blocking the bus lane, that is a big problem and we should solve for that. So I will be making sure that we have a conversation with the local priest and see if they have uh, a plan for how to move the flow of traffic. But I'm telling you now that those dollar bands wouldn't be there if no one was going in them, but people are taking them because they're necessary. So it's a, it's a one of those things where our bad transportation system has led us to this being the, the the results and, and how we handle it with that in mind and correct me if I'm wrong. But I think the Brooklyn bus redesign is under way right now. What do you think should be prioritized in that plan to make sure we're alleviating issues like these? Yeah, so, so it, it is a difficult one, this one because what I think should be happening is we should be spending more time with the bus redesign going to the outer portions of the outer boroughs, right? It's the places that need a car because there's no train station within a mile radius. Uh That's where the buses are most important. So they should be more frequent. Um And, but because they're in the outskirts of the boroughs, they're less. So, you know, once every hour you might get a bus, I guess to, to a train station. So what I would like to see is just more services in the outer portions of the outer boroughs and that's what we should focus on, but it's not what people are gonna see just yet. Um There are some expansions and some changes that I think would be valuable. And also right now there is a pilot for a free east to west north to south route where it's free and I hear that it's going really well and we're excited for that pilot program to expand. Um because the ultimate goal is making bus service free for everyone all over the city of New York gonna say nothing kind of makes the ears ring like free. So that's always, you know, music to everyone's ears here in the city. I do believe we have another caller on the line tonight. Kevin from East Flatbush has joined us. Kevin. Thanks so much. And what's your question? Hi. Hello. Good evening tomorrow, President. Thank you so much. My question is we are building a lot of new apartments, but there is no parking. And I'm telling you the parking now is really, really out of, out of control. I should say I wore burial shoes and tell me coming home in the night, I am like a burden on my brain and I got up a star through the block, but I was fight of parking right now on Clarendon and Beverly where the stairs used to be. There's two park 2 billion going up there. So I was wondering if it's a where, where you guys can put in place where once they are building apartments, they put, um, parking spots in the basement to alleviate this. We really need some parking in Brooklyn. So, so this is one where I'm gonna challenge Kevin a bit here and I have to because the problem is that we don't, it's not that we don't have enough parking spaces. It's that we have too many cars. And the idea here is that if you move into a building in Brooklyn that you don't have a car because within a walking distance there is a train station, there's a city bike rack, there is a bus lane. There's, you can walk to where you need to get to. We wanna move people away from having to have a vehicle and we can get there. Congestion pricing is gonna help in use a lot of funding and money into the system so that it's safe, reliable and clean, which is what people want. Um, and once they see that, uh, a better system, I think it encourage more people to show up. But I have here that the city of New York has over 5 million parking spaces of which 3 million are public parking spaces. So that's on street parking. And then after that, it's people with garages, people that, you know, you park with, uh, a driveway, a private parking lots. So we have the parking, uh, but people prefer the on street parking because it's free. Um, and what you do when you have a commodity like that, right? Uh, uh, parking is that you show people that it co it costs something, it's not free. Uh, so the only way to solve for the parking problem is not to add more parking, even though we are doing that. Um, the pro is moving people away from vehicles making, not making people feel like they need a vehicle in the city of New York. And I think we're getting there. But this congestion pricing is really gonna turn a leaf and show people that, oh, I can make it to anywhere in the city of New York in a reasonable amount of time in a safe and reliable way. And that's what I'm gonna do, but it is not a lack of parking. We almost have one parking space for every person in the city of New York and that is a lot. Um, and it's untenable. We're not building more streets. Uh, but we are getting more people. So if you don't need a car, you shouldn't have a car. Well, you break down the numbers like that. That provides a little more clarity to the overall situation. It's, it's a, it's a problem that people don't, they, I think it's a very personal thing. Right. It's a personal anecdote, a personal experience that Kevin is going through and he speaking at it from his frustration, but from a planning side as a city and how we function. The amount of cars in the city of New York is just out of control and something we, we gotta start taking care of. And the only way to take care of that is to make other modes of transportation more convenient and easier so that people don't buy cars since you touched on it. And I know we've talked about it here in the months leading to it, but now we're really in that home stretch of when congestion pricing is gonna be taking effect, I believe June 30th. So, within a month of right now, how do you expect this to play out? How do you expect those first few weeks of transition to roll out here in Brooklyn? So a couple of we're New Yorkers and there is New Yorkers are hustlers by nature. Uh We, I feel that we'll figure this out maybe two weeks. It'll be AAA bit tough. People are gonna take risks and say, you know, I'm gonna drive and figure it out once they see the amount of traffic, if there is traffic, uh, once they see how much it costs, um, you know, a couple of folks are gonna walk into the zone, get a, uh, uh, uh, the toll sent to through mail or their easy pass will pay for it and they'll know not to go back there next time. Uh So that'll happen for two weeks and then after that, everyone will figure it out and they'll have their own new systems and we will have a new culture that will be created from this, uh, congestion pricing. And I guess that people are gonna find other ways to move around the city. Uh That is more convenient. So I'm not too concerned. There was a speed camera on, uh, on Eastern Park where I think it was where the speed camera was put on or there was, uh somewhere in Brooklyn and they were like 15,000, uh, camera tickets were given to them in the first, like week and then it went down to like 500 from 15,000 to 500 in like one week. People figure it out very quickly in New York. So I'm not concerned. It's just they change behavior, they figure it out. Um, we're New Yorkers and nothing. Nothing, nothing keeps us down. That is for sure. I wanted to touch on because you mentioned alternate modes of transportation. One of the ones we're seeing really take off across the city right now are E bikes. It was just National E Bike Day. Where do we stand on regulating? Not just those batteries that we've seen time and time again cause fires, but just the E bikes, the mopeds overall. Well, well, there's still a lot of work to do. Uh, right now there is legislation that has come from the states that specifically says there have to be a certain type of battery for you to be able to have, uh, an E bike in the city of New York. Um, and if you don't, it can be confiscated, it's illegal at this point. Uh, but the problem we're having is that the point of sale, it seems to be the harder portion of it. I think they're cracking down on a lot of these businesses which is deeply valuable. But what we need to get to is a place where if you're buying an electric, like motor scooter that you need a license or registration the same way you would need one for a car at the point of sale. Um, and that would prevent people from selling or buying uh illegal mopeds and scooters. Um Now when we talk about electric bikes or uh pedal assist bikes, that's a little different. You're not gonna need a license for that. But when we talk about the little scooters that the best but looking thing, uh scooters that folks have, we should be, we should be addressing that. And I think we are, we're finally getting to it. I think there's a huge campaign, education campaign that's happening. But right now those individual battery packs that are in these bikes are very dangerous. I mean, I hope we keep bringing attention to it. We've already had a lot of conversations on a lot of different topics and the conversations continue with our next caller, Angela from Bed Stuy joining us tonight, Angela. Thank you so much for the call. And what's your question? Hey, good evening. B pr. So I wanna first say thank you for your timely response. When we call about a month and a half ago, we talked about our trees over here in Bedford Stuyvesant on Bainbridge and Paget. We wanna thank you because what happened was it became such a wonderful thing to see all our trees being cut and pruned and started a big thing and the volunteers are coming out because now we wanna plant flowers in these trees and we were wondering, we're asking something again. Is there funding that can help us continue the beautification of taking care of these trees? Because we already started with the community and everyone's volunteering, we're picking up the trash, we're cleaning our trees. We're trying to bring back the beauty in the neighborhood. It brings back community and it makes you feel a part of and it's actually helping us realize that we have to take care of where we live at because this is our community and it brings communities together. But there's that issue, funding. How do we continue? And is there any programs or anything that your office can provide to help us continue with that prospect? Absolutely, Angela is like quintessential. You want how to get things done. You gotta, you gotta get your, you gotta hang out with Angela. Um I'll tell you this one. Con, congratulations. I'm glad that they're doing well, uh, well deserved and I'm glad we could, we could help out a bit there. We can, we actually work alongside the Brooklyn Botanic Gardens and they do a greener block in Brooklyn every single year and I wanna see if we could get Angela's block to be a participant and with it, they got a lot of resources and services. They got free plants, they got free mulch and, and dirt and top soil and all types of tree hanging, you know, things from trees. It's a lot of fun. Uh It's a ton of resources. We're gonna connect you with the Brooklyn Botanic Garden to make sure we can get that to you. And if that's not what we can do, we'll figure out another way to be helpful. Your energy is what we need and we wanna support it 100%. So, uh don't, don't, don't wait too long. We're gonna see. Hopefully by next month. Uh, they're, they're seeing something. So I'm really excited to call the, the, uh, the, the, I guess the president of the Brook and Botanic Gardens because they love this enthusiasm and a Angela obviously has it. So, we're excited. I love to see her mission, like you said, her, her spirit enthusiasm and hopefully we're getting a call from her next month with a positive update. We have another caller on the line this evening. Carmen from Kensington has dialed in. Carmen. Thanks so much for the call. And what's your question? Ok. Um, my question is we can hear you, Carmen. Oh, ok. I'm sorry. Um, my question is, um, what's being done about senior citizens being scammed constantly and the people using their telephone numbers and their email addresses to deter payments on their account, to my account. And what about the places that are now allowing these scammers to use these to use anyone's info? Yeah, it's, it is a huge issue. Uh, uh, phishing emails is what they call them. Uh, the tech scams. Uh, everybody knows about the Nigerian prints. That is uh a bunch of money to give you the IRS. It's very hard in some cases they're getting so good. It's hard to be able to detect a, a scam from something that's genuinely uh an opportunity, I guess. Um, what, what we'll do? This is a great question. We had a uh, friendly, aging Brooklyn or age friendly Brooklyn. And I wanna talk to the Commissioner of the Department of Aging to see what she says because I would love to have an initiative started in Brooklyn where we do a more aggressive education campaign to really allow for our seniors to be able to fight back and make sure that they're not getting taken advantage of. But again, the sophistication is not only seniors falling for this, it's across the board in all, all age, uh, age ranges. So I'm gonna talk to the Department of Aging Commissioner. We'll have a conversation and I hope that we could put forth a pilot program of sorts and make sure we could start informing our seniors and make sure they don't get taken advantage. And with that in mind, especially as we enter the summer months, the idea of social isolation, I think comes into play. What other reminders can you provide Brooklynites about how we can best support our seniors this time of year and all year round? Uh, we, we talked about it during COVID. There was a time where she was like, hey, there's a senior in your building once a week, go knock on the door, make sure they're doing ok. Uh, we, we talk about villages all the time. It takes a village, um, from top to bottom. And, uh, that neighborhood view is why people wanna be in Brooklyn, people wanna be in Brooklyn because it's a neighborhood because there's a bodega down the block because the coffee shop is there. Um You know, you see the kids playing in the park and it's just, it, it, it, it has character in its people, in the culture and our culture is that we take care of each other. So knock on the door, go make sure MS Johnson is doing all right. Uh you know, make sure you can ask if they need something from the store, you're going. So just little things like that and I know it's hard, but if once a week you're doing something like that, it'll go a long way, especially for the summer when it gets very warm. There's some seniors that don't have air conditioners, um, and can get into a, a bad place or it can be very dangerous for them. Um, and all of our senior centers or many of our senior centers are cooling centers. So if you see it's a very hot day and, you know, there's a senior in the building, that's when you, those of the days you should really be knocking on their door and making sure that they're getting to their senior center. I'm gonna steal a line of yours and say, don't make excuses, make it happen. And that comes into play even when checking in on our neighbors too. Thanks for being with us for another edition of Ask the Borough President with Brooklyn BP, Antonio Reno. So we were just talking about how we're already in June. This year seems to be flying by, by June. Of course, Pride Month here in Brooklyn and across the world. What message do you have for allies out there about how we can best support our LGBT qi A plus community this month and all the time agreed. And I just want to say for this month, the Pride Parade in Brooklyn, yes, happens in the night. I think it's this Saturday. It is one of the greatest experiences that you could ever have is so much fun. So I would invite anyone from Brooklyn to come out and celebrate. Um And just uh really what it comes down to now. Uh I Pride Month is deeply important for us to remember, you know, how the, the struggle and the work that um folks before us had to, to get through, to get us the, the rights and just the uh the equity that we're building right now. But there's also like a celebration and it is celebrating the diversity of this borough and, and how grateful and proud we are that uh what makes this amazing is our, is our diversity. So I'm really excited about celebrating Pride Month. I'm always ex excited about um going to the parade. Um So just if you're in Brooklyn, come on Saturday is gonna be a lot of fun. Oh, looking forward to it, for sure. We were just looking at some video from Bay Ridge this past weekend. So now something else to look forward to this upcoming weekend to the big parade. Bayridge has an organization called Gay. Like you can, you couldn't have scripted it better. It's really awesome. But there, it's just even in Bay Ridge, which is like a south of Brooklyn site that doesn't necessarily like the center of like, um gay Brooklyn, for example. But uh uh the, the organizations are popping up to provide services to do work and make sure that we're taking care, especially like our transgender youth that tend to be homeless. And there's just so many programs and things that we're finally doing to address the issues of a population that has been marginalized and, and not been paid attention to the way that they should have a whole month, really a whole year that needs to be dedicated to that issue real quick before we let you go a really big moment for Brooklyn last week RBG getting her name on the street, uh outside of her alma mater, James Madison High School, you were there. I wanted to be there. It, it was pretty awesome. And you, you could just feel the legacy and, and those kids to know that in that school, if you graduated from that school, you could become a supreme court justice. Like the pop is there. It's already been done. I think it was awesome. It was beautiful and, uh, you know, a good public school fashion. The principal pulls me to the side and says we need to fix our courtroom. Uh, and, and it's just amazing because the advocacy is still there. But, uh, just what she means for Brooklyn. And, you know, it's a Brooklyn girl born and raised, comes out and becomes a supreme court justice, uh, in Madison High School here in Brooklyn. I can't tell you how proud I am and how grateful I am that we named the sign after her and a lot of people looking forward to it to BP Reno. So great to have you with us once again.
