Good evening. Thanks for joining us for Ask Your Advocate. We have the one and only advocate Jumani Williams here with us in studio only on News 12. Now we're taking your calls live on air, so make sure you tune in to make your voice heard, and we have a call from Barbara in the South Bronx. Barbara, what's your question for The Advocate? Yes, hi, good, um, good evening, everyone. Um, my question is to, uh, ask about the community, the youth training programs, employment for the youth of South Bronx. As a parent, I'm finding it hard due to the local retail stores closing down to keep, you know, my child engaged and, you know, just trying to find employment to help our situation. So as the advocate Jumanji, what do you suggest? Where should I go? You know, uh, one, thank you for that question. I think it highlights what we were trying to say earlier. Um, one is like it particularly those the best thing you can do to support law enforcement is to stop asking them to do everything, um, so if this, if, if a young person doesn't have some place to go, doesn't have employment, and is actually seeking it and can't find employment, can't find a, a safe environment to be in. That's not a good space for that young man and for our young people in general and so filling the gaps in these communities that have been dealing with this issue for years and decades is what we really have to do if we wanna address this problem. I don't know how you send police to get her child a job or to find a space and so that's why we have to really, uh, multi-agency and micro level really filling the gaps here and that's something that we've been trying to push for such a long time for the immediate question I'd love to connect. With her, uh, with our office and try to make sure she's aware of whatever resources in the community in the Bronx or in the city as a whole, um, one, it's, it's not enough, um, and two, I don't think it's, uh, directed and integrated the best way that it should be, um. Uh, the best way we could do it, we've seen a lot of successes even back in, in 2012 when we first, uh, the co-chair of the Gun Violence Task Force, uh, where we got some of the first money. People coming know of now the crisis management system. We really saw a huge tremendous dip. Um, and violence from about 2012, 2018 where we're the safest we ever were. Um, you know, law enforcement has their parts play, the community does as well. Um, and we're trying to push those kind of models. Unfortunately, with some resistance. You wanna build on what you accomplished. I think sometimes. The work has stagnated a little bit, um, also folks are struggling to get, uh, the money they're supposed to get. There's a lot of things that are, are, are, are, are hampering this as well as people forget we went through a pandemic and so what we're seeing across the country, across the country is there was a spike in violence and we actually see things coming back down. This is across the country and whether people wanna believe it or not, New York City. Uh, is doing better than most cities even in conservative led cities, and so, um, I, I say that not to push back on what people are experiencing in, in real time and are witnessing in a scene because that's traumatic in and of itself. I'm saying that only because we have to look at what's going on so that we don't do the wrong thing and I think, uh, sometimes people, particularly those who are running for office. They wanna feed the far even though they know that what they're saying is not gonna actually address the issue um and that causes the kind of the generational thing that we see time and time again, particularly in the same communities. These are not different communities from where most of the callers, uh, heard about 20 or 30 years ago. It is the same communities so what are we doing differently? Yeah, something to interrupt that cycle. That we see in those communities thank you Barbara, for that question. Remember folks keep calling in switching gears a little bit here, we want to talk about a story we've been covering here since over the weekend and I know something you've been talking about for years the dollar van driver that we saw in East Flatbush in Brooklyn that was killed on Sunday and uh you know Jumani, you've been talking about this issue since 20. 20 and what do you think can be done to better regulate while still supporting those drivers that are just trying to make a living? Yeah, we've been, I've been dealing with in the council even before 2020 and again this is the intersection of a lot of things access to transportation, uh, dollar vans and gun violence. Um, I was actually looking to see if that was one of the vans that do have the TLC decal, um. This is a space that has been very frustrating and shout out to Leroy Morrison if he's listening. um, he's been doing such amazing work on his association to try to make sure regulating some of these, uh, a little bit better but again we get resistance and so, um, we have been working with the vans that have, uh, the proper licenses, um, from TLC from the city and the proper insurances. Now herein lies the problem. um, the state, particularly the governor has vetoed and not done some of the work that's necessary. To allow these van drivers uh to afford the insurance so they were from a space where they were affording paying the insurance to where they simply can't afford it anymore and so what we're seeing is a lot of folks who may not now have uh the proper credentials to be on the on the on the road and that's not safe for anyone that's a general synopsis so I'm really hoping the governor will step up uh I know the council and um. Uh, customer Sabina Brook Pros, who's the chair of Transportation Committee, is actually trying to for you to find a way to work, uh, with some of these drivers as well, but they've been around for decades upon decades. The city has gone to them when, uh, there was a transit strike or there was inclement weather and we couldn't get around, so we go to them when we want and need them, and we kind of leave them to the wayside, but they feel a very. Need a gap in in transportation des deserts and they can exist uh with the MCA and we had a road map to legalize and ensure these folks so that we can make sure they they earn an honest living. Um, that road map has has run, run astray a little bit, and we really need the governor to step up in a way that she has it. She's been an impediment here and I'm hoping she really changes that. This issue reminds me of sort of what we see with the street vendors across the city. Where you know you want and they're being told to do it, you know, in a regulated way to get the proper licensing, but then when you speak to them they talk about the backlog and the long process and in the meantime they still need to feed their families. That's correct. And so when we're telling folks, you know, just do it legally, do it the right way, and they're like, OK, well we need a pathway to do that. And so what we worked on on the council and some as public advocate was a pathway for them to do that. And as they're doing that they've run into the governor and others in the state this insurance is going sky high and makes it almost impossible so you're basically saying don't come on the road and what we do know is they're gonna come on the road because it's a service that is needed by these communities, um, and people want to feed their family in the healthiest way possible. We have a way to address this and I really hope the governor and her people are listening. And in communities that may be transit deserts as well we'll be right back.

Jumani, we want to talk about a tough story here, the Wallace Avenue fire in the Bronx that we have been covering extensively since January 10th. Hundreds of residents still. Placed thankfully no uh loss of life but still uh a difficult situation for those tenants and we know of course you saw some of that coverage too. Yeah, and you know but there's a lot of loss of memory, um, loss of you know way people felt secure in their homes so there was a lot of loss there. I'm glad that none of it is a loss of life and we just. Celebrated unfortunately the memorial of the Twin Parks fire where we did see a tremendous loss of life and uh what's common in both of those is questions of whether the property owner was upkeeping the property the way they were supposed to, um, and in this case where they providing the heat that they're supposed to and we know that this, uh, there have been questions by tenants for a long time about this particular property this particular property. who was on my office's uh worst Latin on list I believe it was in in 2019 and sometimes people get off the list not because they've done better just because some people have gone worse so we're trying to figure out which one this property owner is, but we need to have some real teeth, uh to these lists to when we identify when people are not doing what they're supposed to be doing, we don't have any real ways to force them. And these things happen and we, we see it happening every year we know it's coming um and it's something we can do something about I think the city um can do a better job of. Either getting these landlords to do the right thing or taking these properties from them. That's the only and we saw that, uh, uh, property owner actually was arrested and went to jail, uh, last year. I think it was the first time I've seen it happen, um, and we need probably have to see more than that and really. These properties need to be taken from these owners at this point, uh, as a, as a big part of it. Touching on that, should there be different consequences when we see property owners repeatedly make these lists and repeatedly have some of the same complaints? Absolutely, you know, one, you know, there has to be an investigation. I don't wanna jump the gun um about what occurred and what didn't, but it seems from what people are saying and why the fire may have started, so we have to see. But nonetheless, there has to be consequences for these property owners. There just hasn't been. First time I've seen that is Jason Corn last year. But that's 1 out of hundreds and hundreds, and we do this list every single year. We are trying to get some bills passed to really add some teeth, uh, to what the city can do and not wait for these kind of fires and, uh, and, and hope all collapses like we've seen and hope that no one dies. Welcome back. For those just joining us, this is our monthly show. Ask your advocate. We've got advocate Jumani Williams here for the city of New York joining us now. We do have a caller here. Remember, if you have a question, you can call the number on your screen and ask yours. We have Maureen from Riverdale. Maureen, what's your question? Oh yes, hi. First of all, um, good evening to the two of you and Mr. Williams. I am, I love it when you're on. OK. Um, my statement and question is the worst crime I have ever seen, and I watch News 12 all the time and I see the good and I see the bad, but the worst crime I've ever seen was the killing of that innocent 14 year old. The this murderer had prior arrest. Does it take the death of a kid to put this guy behind bars? I feel the death penalty would be too good for him. He should be tortured. And my question is actually, when will they stop sticking up for the murderers and worrying about all their rights and start caring for the victims. Yeah. Um I, I understand that anger and you start look, you know, when you become a father. You know the stuff start hitting you a lot different to hear the story of 14 year old. And then calls his father it's like. I, I, I don't, I, I don't, I can't imagine what dad is dealing with right now, so it is completely horrific. Um I can imagine I would want to do a lot of bad things and so um that is definitely understandable and then you understand why there's probably laws that have to prevent you from from doing some of those things but to her question, which is an important one, what is happening, what is going wrong? And I always wanna make sure that we can as best as possible have a conversation where we're we're logically talking about this even when it's like a horrific crime otherwise we may do the wrong thing. Now there has to be accountability for this action and for this young man who's no longer here and for his family. Nothing else really matters. The only thing I, I, I, I try to remind folks is that recidivists and recidivism is not new. So you have leaders now that are pointing out that it's a small group of those that pictures those things are. And I'm watching the picture now. Yeah, just seeing how that was going to school, you know. Um No, it's hard to even put to words just the reaction um. The um the recidivism isn't new and so we, we've seen uh whenever time period you wanna go in that um it is a small group of folks who are repeatedly doing this trying to figure out how to get to that and what folks are trying to do now is pretend that there's some laws that would change that would cause this to get worse and it, it's really not that simple. What we need to do is what do we do with recidivists and why are they becoming recidivists and how do we address that? From my understanding, and I haven't done the research, there's another person who had, uh, some mental health issues. Now if I was there, I don't really care about that at all, at all, you know, there has to be accountability here, but you know, for, uh, for the rest of the city we gotta figure out how do we prevent that from happening. Sometimes it's a separate conversation, so it has to be accountability and justice for this young man. Sometimes that is a different conversation than how do we prevent this from happening. Because some of the things that we have done have not prevented from happening and so it's really trying to figure out what is what caused this man, what was he arrested for? Is it something that he should have been held for him is is something that we had the ability to held him for and didn't. Is it something that he should have been directed to a hospital and services? All those questions have to be answered. But people sometimes want to skip those questions because they have something that they want to put in place and if you're that hurt, that traumatic, you say, hey man, if you just get rid of this bail stuff then this wouldn't happen. It's just, it's just not true and someone has to look at that and say what happened with this bail stuff what's happening in the rest city? What's happening in Buffalo? Why isn't that the same impact? What's happening in in in Brooklyn, uh, what are they doing correctly so we don't focus on the wrong thing. And it happened again, which is what's happening, so I agree, um, that there has to be some consequences here. I also agree that we need to do some more things that prevent it from happening because the consequences in and of himself haven't stopped. We will possess somebody to walk up to a 14 year old and do that is, is, it's unimaginable, um, but you know, were the things that he was arrested for before things that you can hold for, and I don't, I don't know the answer to that. And very often we see these rap sheets, um. That have been present long before any bail changes occurred, which again just says this has been a long, long term issue. If I was that I don't really care to hear any of that, to be honest. One of our reporters, Eric Robinson was covering this, uh, the follow up to this story today, and your emotion is just continued to be felt throughout the Bronx with this story, and he visited the building of the the suspect and many other residents in the building mentioned that there had been prior concerns about um that person's mental health and maybe what they may have been going through to your point. Um, I do believe we have another caller, uh, Millie from Bedford Park. Hi, my question is, hello. I'm sorry I have to change gears for another. My question is about heating situation in the buildings and us calling 311 all the time, and I feel that 311 is not doing anything of help because people are using heaters and that causes fires. Last year we had the same problem. No heat, no heat. The building is old. There's a lot of violations. This landlord that is new here, which is a company called Denali Management, has not appeared here. We don't even know who these people are. We get complaints. Nothing is being done. So do we have to wait for a tragedy, a tragedy for us to get help in with these landlords and then they're charging us rent that we owe, that we owe, that we owe rent, rent, rent, but no fixing, no heat. Come on, this is enough for New Yorkers. This kind of touching on what we were speaking in in in the last segment as far as what we do about the people in charge of these buildings, right? She, um, and she's speaking on behalf of a lot of tenants right now, even tonight that are dealing with heat and hot water issues and a lot of tenants in NA actually, which is owned by the city, um, you know, one, I wanna make sure if, if she can be contacted with our office to see if there's something we can do to try to assist. I do wanna encourage people to still call 311. It does sometimes feel like it's not doing what you want to do at the very minimum, it helps keep track of these calls, and we need this record where we wanna go, um, and do any type of enforcement, uh, and we might be able to connect her with, um, whom some groups will do organizing out there, uh, so please contact us, uh, about that. But this is a huge problem these these clients who are about trying to get the money but not providing the services that are needed, as we said this is why we need some real consequences. To the actions of not providing heat and hot water, of actually. Leaving dilapidated buildings without making fixes, we've seen owners, um, not make, uh, not make repairs trying to get tenants out, so we've seen a lot of bad things happening, which is why we do this, uh, landlord's list, worst landlords, which is gonna be coming out actually, uh, soon to talk about our last year, um, and but we need, and we've had thankfully seen some movement on some accountability, but we need so much more because we've, we've heard that story before times a million at this point. Um, so what's the point if we're not gonna actually address it from our office from the vantage point that I have and the powers that we have, we're using what we can. And we know of course with this upcoming week we're expecting those overnight temperatures to drop even more so and you can understand why residents then use those space heaters are you gonna do in the meantime, right? Or their ovens a lot of way that people, the people are cold and so this is really. Threatening the decisions that these owners are making are life threatening decisions, um, and you know they should be held accountable, to be honest, for these life threatening decisions that they're doing time and time again and if there's death and injury they should be held accountable for that as well because they're really putting folks in, uh, I mean what are you gonna do if you have a baby, if you have kids, like how many sweaters you're gonna put on at some point you gotta, you gotta get warm and that's gonna be an oven that's gonna be a space heater. We try to tell folks to use, uh, safe. heaters, uh, one that turn off, uh, when the heater is, uh, you know, tilts or falls, uh, don't plug in into a space that has too many things plugged in already, keep it away from anything flammable and so that's the best that we can do, but you know folks are gonna use what they have. Yeah, we know the Twin Parks fire which you touched on earlier, that devastating loss was also partly due to some of those residents using space heaters and just trying to keep warm as we look at residents that are. Continuing to deal with displacement, do you think that there could be more done to support those tenants as they navigate kind of the aftermath once they are, you know, no longer without their homes? You know, we hear different stories I think some people um are able to to glide through and a lot of people aren't and oftentimes a lot of folks are dealing with issues even before this happened, so this is compounded um we do see uh what seems to be um. Not the right amount of services, uh, for a long for the time period that we need just in general I've seen that from people who are involved in shootings like we saw in in in Amazura or for people who are involved in fire so there's probably a lot of things that we can do um to really help folks as they're moving along, but I know there's also a lot of, a lot of good people on the ground. Uh, doing the best they can with what they have to provide the service. Yeah, both that short term and long term, the immediate aftermath, and then, you know, the weeks ahead, and we want of course remind folks that they're just tuning in that you can call the number on your screen to ask the advocate your question and we're gonna of course take a little bit more time and get through some more things, but for now, stay tuned and we'll be right back after a quick break.

Welcome back. If you're just now joining us, this is our monthly show. Ask the advocate. We have your advocate Jumani Williams here in studio taking your questions live on air and I believe we do have one caller wanting to ask about I believe folks using drugs in their building. Can you speak to us here? Oh yeah. Hi, how are you? Hi, OK. Uh, I wanted to know, is there anything that we can do about tenant smoking marijuana in the apartment building? Uh, this is like all the time, um, they come on the stairwells. And uh it's a health hazard. I reached out to the landlord several times and only thing he's done so far is just put up these little small signs that say no smoking in the building, which they just go on past that. They don't want to pay that in attention. And um he tried to pinpoint it on one particular person and and it's more than him that's smoking. OK, so kind of talking on cannabis use, where you can and can't use it, something we know has come up with the legalization of marijuana in our city. Yeah, that sounds like that's a, I mean, I don't think you wanna be walking around smelling marijuana trying to go through your building, um, I'm, I'm not the expert on it, but my, my understanding is most places you can smoke cigarettes, you can, you can smoke marijuana. You're also not allowed to just be walking around impaired or drunk or driving, um, uh, but it sounds like you know stairwells are not for most places that you're not allowed to be smoking cigarettes so you wouldn't be allowed to be smoking marijuana there, um, so I'd love to speak to, uh, against connect with the what. Uh, our office, see what we can do to try to assist what's going on. Sometimes we have community groups that can go in and kind of figure out what's really going on and sometimes enforcement is needed, um, but we need, we, you know, we wanna make sure people are not smoking either the marijuana, uh, the marijuana. If people are not either smoking weed or or cigarettes in there, um, it's important that people who don't wanna be dealing with all this secondhand stuff is not so I'm sorry that that that you're dealing with that and, you know, in your own home. Uh, let's see what we can do to help. Absolutely thank you so much, Gloria, for that question. Now we do also want to touch on an issue that's continued to be a big one here in the city which has been the migrant crisis and the asylum seekers we've continued to see come to New York for help. So we did recently learn 13 shelters. will be closing including one in Clinton Hill in Brooklyn. Now some residents we spoke to in that neighborhood are happy about it. They felt that some of the resources were being, you know, utilized for the shelter that they want to use for the community but with that shelter closing with these other shelters closing, what are the next steps? Those people still are here in our city and need help. You know this is a longer conversation, so you know, one, I just want to make sure the people who are angry about the resources they that that could have been spent on them, and this is one thing that I think that. The mayor has done terribly and just try to get people angry at other communities and so the number is 6 billion saying the mayor is saying, look, if I we spend $6 billion on migrants, if I didn't spend it, I could have spent it on you long term. And so what I wanna tell long term New Yorkers is one, please stay angry because you deserved everything that you should have gotten and haven't gotten for years. The only thing I would ask you is to be angry at the right folks. And so when someone like Mayor Adams says, look at the $6 billion I could have spent on you, you should ask him, well, why didn't you? Um, because this money has always been available and folks like me have always said that we have the money we need to service all of our New Yorkers to make sure they have what they need and lo and behold, when a crisis came we found the money so that means that people didn't view New Yorkers as a crisis and that's the problem, not the migrants and so we have the resources we need and you should not allow people who join the decision not to spend that money on new long term New Yorker. To then turn your anger on people who had nothing to do with that decision, it's really important that we do that so that we don't we focus on the right people who could have done right and didn't, um, and we knew this money was here the whole time and I've always viewed long term New York as crisis as a real crisis. Some people did not. um, I do think it was time to close, uh, some of these, um, shelters, particularly the federally owned one, because we are concerned about what's gonna happen, um, uh, when it comes to. January 20th, uh, we have a new administration and what that means, uh, for communities and so it was not and, uh, we've actually, you know, started receiving much less, uh, migrants, uh, for quite some time now. Um, we also, by the way, learned, um, that the mayor had overestimated how much it was gonna cost and made cuts to services, um, that we didn't need to and shout out to the city council who really pushed back on this, um, but again it was part of the divisive, unnecessary divisive conversation that this mayor is pushing. At the same time we were let down by Washington in terms of not just resources but also a a national strategy and I will say the same thing happened in the state in the capital uh where I think uh the governor could have not just resources but helped with a decompression strategy that didn't occur so there's a lot of things that are are are true at the same time. Yeah, and you're saying it doesn't have to be an either or situation of helping asylum seekers or helping, you know, uh. Born New Yorkers and as you mentioned inauguration day coming up and with a change in administration we have seen local immigrant rights groups and advocacy groups calling for more protections at the city and state level, you know, strengthening the city's sanctuary laws, right? Yeah, this is very interesting again with misinformation, um, and so, you know, I wanna try to get through this, but the mayor has also been saying, you know, we don't want dangerous uh migrants here, we don't want dangerous immigrants and if you. Committed a violent crime, you should be deported, which sounds very practical to me. It sounds like it makes sense, which is why we already do that. And so what people don't understand is that sanctuary laws are only about coordination. So one, ICE can do whatever they want to do now under our sanctuary laws. Uh, what our sanctuary law says is that uh our law enforcement infrastructure will not coordinate with ICE except for about 150 crimes that you could have committed like violent crimes. Major felonies where they do coordinate and then you can be deported, which seems to make sense to me. What the mayor has been pushing I think now starting to retract is that even if you have been charged with something, simply charged, let's go ahead and coordinate that goes against everything that we know of and it, it, it, it sets a precedent that's really bad and if it is one of those major violent crimes, more than likely you're gonna be held anyway into your crime and it's, it's also for me. To have someone who is telling the New York, you know, wait for me to have my day in court, don't judge, um, then saying some other folks don't deserve that as human beings, um, is very concerning to me. Do you think the concerns that these groups are feeling is warranted? Oh, absolutely, and I'm more concerned that, um, I don't know if we'll have a mayor that will assist, and so we have to step in a lot of places. Alright, and guys, we'll be right back. Welcome back. You're watching News 12. Ask your advocate with our very own advocate Jumani Williams. Jumani, we wanna get into talking about congestion pricing, something a lot of New Yorkers have feelings about no matter which side you land on. We recently saw that subway ridership went up after congestion pricing went into effect. Does that mean that it's working? Should we still be looking at these exemptions and the financial stress for drivers? It's probably too soon to, to really tell, but we have to remember there were different parts of this, um, ridership. funding for the MTA, less congestion seems like it's moving in a, a decent space, but I, I do wanna say I know people have a lot of feelings. We gotta try sometimes wade through that because uh what people have, there are people who have a lot of feelings that it's actually probably not going to affect. and so I heard someone say that congestion prices is that it's one space where we actually try to address the people who are causing the congestion and not address other folks. And so it feels icky, which I get, but 1 to 5% of the people who Go into that zone, do it on a daily basis. 95% to 99% of everybody else goes into mass transit. And so all we're saying is if you want to go into that zone, you have to pay some extra. It so and also for low income folks there is uh already some rebates they can get. I think that's where we need to focus. I think that should be less or that should be free, but I, it's a very small percentage of folks, um, and not the poorest of the poor in the city which they usually put in front. Because the way that most people travel into that zone below 60th Street is mass transit. This is a small amount of folks. That doesn't mean it doesn't feel weird. We don't want it, which I get, but there's no way to address something without addressing it, and this is probably the best way to do it, and I have folks who are angry with me, including my family, um, so I, I feel it and I hear it, but when you walk through it, like if you, this is not something most people do on a daily basis. So we just, we have to remember that, but we do have to monitor it and we also make sure that we don't see major impact in places like the Bronx so there's stuff that has to be monitored. OK, and we're gonna continue to cover that and of course dispelling some of those myths before we let you go Jimani, we wanted to ask you a fun question. Jalen Brunson scored 44 points but hurt his shoulder. Are you feeling worried? Hell yeah I'm worried.
