(AP) - Mayor Michael Bloomberg will outline a six-yearplan to create 400,000 jobs during a State of the City speech onThursday. Themes of the speech were described to The Associated Press onWednesday by officials who spoke on condition of anonymity becausethe speech had not been given. Bloomberg said Wednesday that he would not be unveiling anyflashy new spending but will stick to initiatives that don't cost alot of extra money. The mayor added that the city is "going to have to have somereserves in case things don't go the way we think, in case thingsare worse."
