City officials want to crack down on clothing bins on public streets that aren't affiliated with a charity. 
Borough President Eric Adams is pushing for expanded legislation that will give the Sanitation Department authority to immediately remove a privately owned bin in an illegal location. 
Sanitation crews have been trying to police the situation, but they have to allow bin owners 30 days to remove them themselves. Adams complains that the bins often just show up in a new location. 
He's also urging big fines to discourage repeat offenders and wants to ensure that clothing donated to legal bins is making its way into the hands of a non-profit.
