Homeowners from Brooklyn are beginning to receive rebate checks from the city.
Mayor Michael Bloomberg opposed issuing the $400 rebate checks to homeowners this year due to the city's $1.3 million budget deficit. The City Council voted against him.
One resident said he will use the $400 check to pay off bills from holiday shopping.
The rebate checks cost the city $256 million.
