Manhattan District Attorney Alvin L. Bragg, Jr., and Department of Investigation (DOI) Commissioner Nadia I. Shihata say a Brooklyn man was indicted for allegedly carrying out a QR code parking fraud scheme.
Mihai Theodor Enescu, 39, faces five counts of identity theft and six counts of criminal impersonation. He is accused of placing stickers on parking meters across Manhattan that led people to a phony site instead of the official “PARKNYC.”
Prosecutors say the fake site prompted users to enter financial information, including credit card numbers.
The investigation into the alleged scheme kicked off in June 2025. Officials say they discovered and removed 64 QR code stickers after inspecting all park meters in Manhattan.
“This defendant allegedly went to extreme lengths in his attempts to steal personal information from New Yorkers, and I want to remind everyone that the city does not ask you to scan a QR code when parking,” said Bragg.
