The mother and stepfather of a Bedford-Stuyvesant 7-year-old girl were charged in her death Wednesday.
Police found Nixzmary Brown shackled to a chair inside her apartment, where she had been fatally beaten. An autopsy showed the child died from a brain hemorrhage caused by blunt impact to the head. Police identify the child's mother as Nixzaliz Santiago and stepfather as Cesar Rodriquez, who is believed to be the father of at least two other children. Five other children were removed from the apartment after Brown's body was found.
ACS caseworkers had been investigating allegations of abuse at the home since December. Santiago was charged with murder, reckless endangerment and child endangerment. Rodriquez was charged with weapon possession, murder, sexual abuse and child endangerment.
