Brownsville woman describes crumbling floor nightmare at WaveCrest Apartment

Mable Sally says the floors in her apartment have been ruined since June - with cracking and crumbling tiles and slick, black water pouring out from underneath them, bringing mold into the unit.
She says she slipped and broke her knee in July and is now walking with a cane over the unstable surface, uncertain when her unit will be fixed.
"I'm walking on eggshells, I've shattered my knee on this already, and I'm getting sick from this mold in the air," Sally said.
The slick, black water, which appears to be sewage, is also drawing in insects and mice, which Sally says she is now in a constant battle within her own home.
"Roaches, rats, spiders, you name it, we have had it here," she said.
Text messages between Sally and the management company for her Section 8 apartment Wavecrest Management, reveal the company told her they were "still looking to find a way to cover the cost" and were locating a contractor to make repairs back in July.
When nothing was done, Sally filed a 311 complaint that same month, prompting a mid-August HPD inspection that found seven open violations.
Wavecrest Management was issued an Aug. 24 deadline to make repairs, which they missed.
When News 12 asked HPD what happens if a landlord fails to meet the deadline, News 12 was told, "Owners are responsible for making the necessary repairs; if issues persist, tenants are encouraged to reach out to 311."
Sally tells News 12 no one should live like this and after three months, her patience is running thin.
"They need to stop playing with me, getting me sick, getting me hurt, they need to come in and fix this as soon as possible," she said.
News 12 reached out to WaveCrest Management and did not hear back.
The building currently has 15 open violations according to the HPD website.
