Clinton Hill residents and business owners say an outdoor pedestrian plaza meant to improve the area is creating major problems.
Pierre Chan owns a Japanese restaurant that opens onto Putnam Plaza. He says that while he was excited about the plaza at first, people loitering there have cost him customers.
Other business owners echoed Chan, saying many people hang out in the plaza all day drinking and smoking.
The Department of Transportation says more than $3 million has been invested into designing the plaza.
They say the plaza has hosted a variety of events from movie nights to concerts.
The Fulton Area Business Alliance says it's working with the DOT to improve the situation for businesses near the plaza.
