The second special election over the disputed City Council seat initially won by Dr. Mathieu Eugene will take place Tuesday. After winning the seat in February, Eugene was unable to provide proof he was a resident of the 40th district. He was never sworn in. Eugene would have been the first Haitian to serve on the council. Eugene will run for that same seat again. Harry Shiffman and Wellington Sharpe also appear on the ballot. The remounting of the election is costing taxpayers close to $350,000. Another election will also be needed in November as part of the regular election cycle. Eugene?s opponents say that this is now a question of character. ?If you misrepresent yourself, you cannot - and I repeat, cannot - represent the community,? said Sharpe.
