On Friday, New York City released partial recordings of 130 emergency calls made on September 11th. Families of some of the victims say the tapes show the city?s lack of a coherent plan. They say the confusion led to many needless deaths. They emphasize that the dispatchers and operators were brave and they don?t blame them for the things that went wrong. The city only released the operators? portion of the tapes. The families say releasing the full extent of the tapes is the only way to learn what went wrong and help improve the system. They say they plan to keep fighting to make all parts of the tapes fully accessible. The city says it has learned from September 11th and has changed the city?s 911 system to be more effective.
