Con Edison says that it reached a new electric peak for the year today at 1 p.m. The utility has reduced voltage for several neighborhoods in the borough. The company says it is trying to remain reliable, despite a union contract dispute that has kept 8,500 employees off the job for more than two weeks. About 5,000 managers have stepped up to take over their work.
