A Coney Island bar owner is filing a civil rights lawsuit accusing the NYPD and the Eric Adams administration of extortion.
The lawsuit says Shamel Kelly was forced to shut down his business three years ago because of an extortion scheme.
Kelly accused the NYPD and members of the Adams administration of harassment in 2024.
He released videos showing officers allegedly harassing his bar.
The lawsuit also says the harassment continued after Kelly refused to pay thousands of dollars to James Caban, the brother of former NYPD Commissioner Edward Caban.
