Residents of Brooklyn neighborhoods that have been zoned to stop overdevelopment say they are still fighting developers. City Councilman Tony Avella is trying to reform how the city?s Board of Standards and Appeals handles developers. Avella says the five-member commission, appointed by the mayor, needs more oversight. He says the board has a record of approving more than three-quarters of rezoning petitions, despite community opposition. Avella?s plan, which must be approved by the mayor, would increase the number of board members and the amount of votes required to approve an exception to zoning laws. Calls to the Board of Standards and Appeals were not returned.
