New legislation introduced by City Councilman Bill DeBlasio aims for better treatment of the homeless in city housing.
At a news conference Tuesday, DeBlasio and others argued that the Department of Homeless Services treats the city's most disenfranchised citizens like second-class citizens by placing them in unsafe housing.
The Department of Homeless Services says that final housing selection is left up to homeless citizens and that they encourage them to choose appropriate living conditions.
