Gov. Andrew Cuomo (D-N.Y.) delivered his annual State of the State address in Albany today, highlighting his agenda for 2012 and the remaining years of his term. Among the plans are increased school grants, campaign reform and an expanded convention and gambling center at Aqueduct Racetrack in Queens. Cuomo also said he would abolish the state Board of Regents by replacing it with a separate commission.
