Cuomo, Legislature strike on-time NY budget deal
(AP) - New York Gov. Andrew Cuomo and the state's top legislative leaders say they've agreed on their second straight on-time budget.
The $132.5 billion budget would increase spending by 2 percent while expanding economic development and jobs programs and providing some protections for the poorest New Yorkers and immigrants.
The 2012-13 spending plan is due by midnight Sunday. Voting on the plan is expected to begin Wednesday.
The agreements with the Democratic Assembly speaker and Republican Senate leader include a 10 percent increase in the welfare grant - 5 percent in June and another 5 percent in October.
Cuomo says the cornerstone of the deal is his "New York Works" program, which is aimed at creating jobs statewide through public-private partnerships.
