Gov. Andrew Cuomo says wheels are in motion for a possible return to indoor dining in the city. 
"By the end of the week, we'll have a plan on New York City restaurants. I fully understand how difficult it is that they are closed, not just for the restaurants but for the people employed there as well. But on the flip side, look at how fast this virus can take off,” said Cuomo. 
The announcement made Wednesday was different than what his administration stated on Monday--that indoor dining will not return anytime soon. 
This comes while new numbers from the state Labor Department show that bars and restaurants lost 11,400 jobs just in New York City in December alone. 
Cuomo says the state will take the week to talk to health officials, Mayor Bill de Blasio and those working in the hospitality industry to see what needs to be done to get back to 25% capacity indoors.
