The chase on May 10 began after a 911 call alerted officers to a robbery.
The suspects sped off, lost control, and crashed into a tree.
Gregory Dukes and Cecil Richardson, both of Philadelphia, were killed in the crash.
The crash happened just weeks after acting Attorney General Matt Platkin allowed police pursuits to resume in the state.
