The Department of Probation is opening the borough's first program center to help prevent crimes among youth. Known as the Neighborhood Opportunity Network (NEON), the center will work with local organizations, government agencies and community residents to reduce the number of juveniles in the criminal justice system. Clients will be able to utilize the facility while waiting for their probation officer. According to probation officials, since the creation of similar centers in other boroughs, the number of people re-incarcerated each year has dropped by 31 percent.
