The Department of Homeless Services has a new plan that may help struggling residents find permanent housing.Rent for participating clients would be subsidized for either one year or two years under the plan, called Work Advantage. During that time, participants can contribute 20 percent of their rent into a savings program to be matched by Work Advantage. After a year, the savings can be put toward the following year?s rent. DHS says this is a step in helping clients become self-sufficient.Critics of the plan believe that the timeframe is not realistic in helping families get back on their feet. There is no evidence that there will be jobs for those families, according to Dr. Arnette Bernhardt of NYU Law. Supporters of the plan disagree and believe other programs will aid clients with financing, jobs and legal services after they have participated in Work Advantage.
