DSNY has been requiring the use of garbage bins since the start of August and handing out warnings but starting on Sept. 1 will begin issuing fines.

The major change is aimed at curbing the rat issue and also helping the city smell more pleasant.
This rule applies to any business that sells food, including restaurants, delis, and supermarkets.
