The family of a black man fatally shot by an off-duty NYPD officer during a road rage incident demanded justice and further investigation Tuesday.
Video of the incident appears to contradict the initial account of events that led up to 37-year-old Delrawn Small's slaying.
Small's family members say they want police to have a more respectful relationship with the community.
"It can happen to anybody," says Victor Dempsey, Small's brother. "What if my brother was a cop, and that officer opened fire and didn't realize he was shooting a fellow officer?"
The New York Post released surveillance video Friday that shows Small approaching the car of off-duty officer Wayne Isaacs. Moments later, Small is shot. He stumbles and collapses.
Investigators initially said that the shooting happened after Small attacked Isaacs in a traffic dispute, but the video does not appear to show any such attack.
Isaacs has been stripped of his badge and gun and reassigned to desk duty. 
State Assemblyman Nick Perry, of Brooklyn, demands a change in police behavior.
"There has to be a revolution in the police department to change the mindset and the kneejerk reaction," he says.
State Attorney General Eric Schneiderman says his office is reviewing the video.
