Gov. Andrew Cuomo has banned all non-essential state travel to North Carolina after the state's legislator passed a bill prohibiting transgender people from using the bathroom of their choice. 
Cuomo says all New York State agencies, departments, boards and commissions must review all requests for state-funded or sponsored travel to North Carolina. 
The North Carolina law requires transgender people use the bathroom of their biological sex, a movement Gov. Cuomo and Mayor Bill de Blasio recently lifted in New York City.
