Welcome back to Ask Governor Murphy here on News 12 New Jersey here with the governor. Uh, uh, governor, tragic story that happened, uh, earlier this month. A state police lieutenant, former member of your security detail. Was involved it was just a horrific crime. Uh, Trooper Ricardo Jorge Santos, suspected of a double murder suicide in Franklin Township, allegedly killing his ex-girlfriend and her boyfriend before taking his own life. The family's lawyer spoke just today. I just want you to listen to this. We have no statements from the state police. How about the governor? We have nothing from the governor. As the governor approach your family at all? No, in fact, uh, Governor Phil Murphy has been like deafening silence, nothing. So clearly the family of the victims would like to hear something from you, from the state police. Is there anything that you can say at this point? Very, very little, um, Eric. You won't be surprised given. This is a law enforcement matter and we just don't comment on that. And having said that, it is a shocking, overwhelming tragedy. Uh loss of innocent lives, um. And then if that weren't enough, somebody who was in our midst for the entire time, virtually the entire time I've been governor, uh, just an awful, awful shocking tragedy and loss of innocent life. Everybody's, the families. Victims' memories have been in our prayers from moment one, but this is a law enforcement matter. There's not much we can say unfortunately. Can I ask you to weigh in a little bit on how you reacted when you learned that a member of your security detail was involved in something like this, somebody who you knew, somebody who was in theory in your inner circle here. You bet shocked, absolutely shocked. No other way to. Put it, we were away on a family vacation when we got the news and absolutely shocking um one of the more shocking things I think I may have ever heard about somebody who I literally knew and again the loss of. With what sounds like two incredibly special, um, innocent lives, Lawrenceymancy and Tyler Webb just beyond tragic. Uh, governor, it's gonna be kind of a hard turn here, but, uh, I, I, I mean, anything would be after that. Uh, I, I wanna talk about the water main breaks over in Passaic. Uh, I mean the people there. At their wits' end, obviously things are going in the right direction now. Uh, there are still some boil water advisories in place, but, uh, Lisa posted on Facebook and, and she, and you will see after what she says here that she's pretty frustrated. She wants to know where you were when 200,000. People in Patterson held in North Haden in Prospect Park had no water for over a week. You don't know where Passaic County is, or you really just really don't care. Clearly she's very frustrated and angry with what's been going on. I mean, with all due respect, Lisa, I will get, um, Rob Field, uh, I've got Maggie Garberino and Kiran Chef with me tonight, ladies, let's get Rob Field to give Lisa a call. Obviously I care. I've been in Passaic County, probably more than most people who lived there over the past 10 years. Uh, one of the great counties in this state. Listen, this is, we've got some really crappy old infrastructure that you know, we're not a new state. I think these means were about 140 years. I mean, come on, um, and it, it impacted Halden, North Halden, Prospect Park, Patterson, I think were the big four that got nailed by this. Where was I? I was on, on working the phones morning, noon and night with. The folks you would hope, uh, the most importantly, the folks trying to get this fixed, um, and, uh, it's gotten a lot better. Um, that doesn't mean it wasn't really bad or that it's perfect at the moment, but it's a lot better than it was. And you, you, you try like heck to prevent this from happening. We've had a massive replacement of infrastructure in particular lead pipe infrastructure during our time in office. We've made enormous progress. Some communities have set like global records. Newark set an all-time record for replacement of lead service lines. You've got in Trenton, I used to say this and people didn't believe me, there are wooden pipes in Trenton. Uh, to give you an idea, they'll make the 140 year old ones look, uh, brand spanking new, but it's awful. I mean, you think about it, a family with little kids or a senior, uh, you, you, you're boiling water, you know, we did we've done everything we, we, we could do to get resources into the communities, um, some of this video out of, out of the Patterson area, people had to, you know, we're basically taking showers outside. Their home unacceptable, right? Completely unacceptable. That's unfortunately we're living in in a legacy infrastructure part of the country again, we've made a lot of progress, uh, not just on pipes but on bridges and tunnels and all sorts of other old infrastructure, but it's uh you can't flip a light switch. What are you hearing from, um. Passaic Valley water here, uh, in terms of any other potential problem spots, do they have obviously they have pretty substantial and intricate maps of pipes and which pipes are what, how, how old they are, uh are they worried about any other sections of pipe to your knowledge? I, I don't want to put words in their mouths. I, I can't say definitively, but we've pressed them pretty hard. They're, they're a very good organization, I have to say. So this is an awful. Incident and as Lisa has articulated pretty graphically, uh, it's, uh, it's really been a bad experience for a lot of folks. I get that, uh, they're largely a good organization. I know them well, we know them well. We press them hard to try to anticipate is are there other weak links a little reminiscent of the mine shafts that we uncovered right under Interstate Route 80, uh, and that caused a whole lot of. Map searching and soul searching as to where these potential other abandoned mine shafts were similar thing here, different rea you know, different type of infrastructure, but a similar, um, uh, forensic probe that's required to your point to try to figure out anticipate where that next weak link might be. And again, I'm gonna ask Rob Field and our team to follow up with Lisa. And by the way, maybe she's got and others have good ideas out there that we're missing. Uh, we're not perfect. We don't have all the answers would welcome any input folks have any, uh, any idea, any information about when all the, the remaining boil water advisories will be lifted, not to the minute, but this is very soon. We're, we're almost there, um, so this is, uh, in the very near term we'll be back to 100%. I don't wanna say that definitively at the moment, but we're in the neighborhood. Ed, thanks for calling in. What's your question? Hello, Ed. Hi Phil. Hi, how you doing? I don't, I wanna hold anybody else up. I just wanna know, uh, it's a little off the subject with the hurricane and stuff, but when does the anchor program kick in? And when can people expect starting to get checks. Thank you very much. Yeah, Ed, uh, great question. I love the the economy of your question, by the way. We don't get that often here. Uh, very soon. Uh, Ed, I'll get Dennis Zeveoff on our team, ladies, to give Ed a call. I'm not sure the exact date, but this has become an annual fall event. Uh, letters just went out last week, I think just, just, uh, just last week, literally, in fact, Ed, we'll hopefully get an answer for you while we're sitting here to get you precise. Somebody will shoot me a note, uh, and the program continues to be wildly successful. It's the biggest, most historic property, uh, relief, uh, tax relief program in our state's history, and you get extra juice depending on how much money you make, uh, and also if you're a senior. So it's means tested. If you make less than $150,000 a year, uh, whether you own or rent, uh, and then even more so if you're a senior, you get a really nice significant historic property tax, uh, rebate. People have really fallen in love with this program over the past number of years. One of the common questions that we, we typically get is how it differs from senior freeze. Yeah, so it's, um, all those programs remain out there, um. I, I personally am, uh, senior Freeze has been around long before I got here, so I've fallen a little bit more in love with the anchor program because, uh, we've constructed and designed it ourselves. You've also got Stay and Jay on the horizon, which will be after, uh, my time is up, but that we'll try to harmonize these programs into one really significant, uh, even more significant property tax relief, uh, for seniors. So all the programs. Have worked. None have worked at the level that anchor has worked, and Ed, we'll get back to you with the details. All right, Governor, we're gonna take another quick break. Uh, Governor, as we mentioned at the top of the show, you've declared a state of emergency because of Hurricane Aaron churning offshore but creating a whole lot of chaos in terms of the surf erosion, potential flooding as well. And that said, we do have a question, uh, right now from Bob is on the line. Bob from Flemington. Bob, thanks for calling in. What's your question? Hello Bob. Oh hello, Governor. Uh, my question is, can you, can, uh, you or the legislation impose something called a fine, like a $100 fine if you swim after lifeguard is off duty. Um, and secondly, a part two to that. If somebody is called in to rescue somebody, the fine goes up to $250 and maybe a jail time. It's, you know, other states. The problem is certain, certain parts of Point Pleasant where I grew up like Jenkinson's, they're privately owned, so the mayor can't ask them to put a sign up, a $100 fine. But if it comes from somebody like you or the legislation, I think it will be very impressive. Bob, it's a very interesting idea, uh, because Sadly, too many of these incidents, including loss of life and, and thank God more rescues than loss of life take place after lifeguards are off duty, um, or even when red flags are up, I swear to God I'm in Atlantic City yesterday. I'm looking at, I'm at the top of the dune, looking at the beaches, the red flag and about 5 guys in the water, um, and you just, you, you feel like screaming. Listen, not, not, uh, not a crazy idea at all. Um, and I think your second point is even more compelling as we said this earlier, the first responders are. Somebody else walking by in some cases jumping in, you're putting more you're doubling the amount of lives at risk. I'm gonna ask our team to get Rob Field to give Bob a call and kick this around. I, I, I like on the surface conceptually, I like the idea, Bob, and you make a very fair point. Some of these are private beach clubs or they're private enterprises. Jenkinson's, uh, an outstanding operation, by the way, in Point Pleasant, but that's a good example of that. Um, so we'll, we'll follow up with you, Bob, and that gives me a chance to say, Eric, once again, please do yourself and everybody else a favor, folks for the next couple of days, stay out of the ocean. Uh, Governor, uh, we've got some cooler temperatures this week, I guess that's a plus, uh, if, if you wanted a break, but the problem is people are seething mad, really hot about their electric rates, about the utility to the ocean. No, no, no, about, about their electric rates we, we've been speaking about. The on average 20% rate hike that kicked in in June. The problem is, you know, practically speaking, is that people have been seeing bills that are twice as high, 3 times as high in some cases, and, and they're, they're, they're just desperate for relief like this person. Let's listen. What is he doing to lower the cost of the electric in New Jersey? He's eliminated all coal and the only thing he's proposing is. Wind and solar. Which has left the deficit for additional electricity. What are you gonna do about it? Is his name Jim Warren or is he Jim from Warren? I don't know. I think it's Jim from Warren. Jim Warren. Jim, uh, first of all, let me just say to Jim, if he's listening, I'm gonna ask again Dennis Sebaloff on our team and, and his colleagues to follow up with you. Um, I'm not gonna apologize for, um, coal being offline. Um, we're the most densely populated state in America. That started long before I got here. We did some sort of end of the line. Work on that front. Other than that, we have been all of the above. I'm the guy, Jim, I hope you're listening who has kept the nuclear power plants open and in fact extended their lives, uh, in Salem County, uh, meaningfully. We did that almost immediately when I got. Into office, uh, we have 5/5 gigawatts of solar. We look at all the natural gas, uh, plants on a case by case basis, uh, and we call balls and strikes. Obviously the environment is a very important concern, but energy prices that you're paying and I'm paying and everybody's paying are also a big concern. Offshore wind, by the way, with all due respect, was 11.5 gigawatts. That would power 1.5 million homes in New Jersey. When you've got a supply, demand and balance in in power or anything in life, the last thing you want to do is pull more supply out, uh, and that's what the Trump administration has done. I think it's a very bad decision, uh, and it will cost New Jersey uh consumers, uh, price money at the pump. We're part of a multi-state, uh, coalition called PJM, the J stands for Jersey, by the way, that's been around for over 100 years. Its concept makes a lot of sense. You know, Pennsylvania's got excess power one day we need it that same day. There's a mechanism. Likewise, they need what we've got, there's a mechanism. That has broken down over the past number of years. They have 1600 projects in the in the queue to be authorized. 79 of them are in New Jersey. You actually just signed two bills aimed at increasing accountability, PJM. How? We sure did that we want transparency in all the votes that take place there. We've called their management in. Eric, tomorrow I'm signing two big bills, one on community solar. It'll be the biggest step forward in solar in the United States, and secondly, importantly on energy storage to take some of those coal plants that Jim referred to and convert them into our ability to to store energy more efficiently and then to let it back on the grid when it is needed. Uh, there's no one. Magic wand here. I wish there was, uh, but we are, we put $430 million on the street in June. Uh, to address and, and compensate for people's electric bills, um, and, and with that would convince the public utilities to spread out their summer charges so it's more manageable for households. Um, I'm open to other ideas, but getting more supply online is job number one, and that's what we're doing morning, noon and night. I want to talk about supply in a moment, Governor, but first, let's, uh, here's a comment from Dawn posted. On our X page here, she says enough already with the high electric bills. um, we need a break and $100 is not going to help. She's talking about obviously the, the $50 a month credit that's supposed to kick in in September. So I, I mean, listen, $50 a month and this gets back to my initial point, which is that there are some people who are seeing their bills double and triple. it's a drop in the bucket. Well, what's OK, it's $430 million which is not a drop on the bucket. Uh, Don, I just said, would you rather not have the 100? I mean, it's, we, we, we have to start somewhere and so we're doing, we're, we're putting that on the, on the street, uh, as I mentioned, we got the utilities to spread out their, their, uh, summer, uh, peak, uh, uh, charges we're. Pummeling PJM to get more supply online. I still haven't given up with the Trump team on offshore wind. We're looking at next generation nuclear. I'm open minded as long as the environment is not impaired to looking at natural gas. I mentioned solar. We're taking huge steps there, uh, energy conservation programs. We lead the nation on that front. Uh, we are, and we will try anything. Republicans in the legislature have been fuming about this as you know, especially, especially on the heels of the uh political report that came out not long ago saying that you are making an end of term push to turn your 100% clean energy pledge into law before you leave office early next year, to which Senator Parker's space, and I believe we have this quote here, released a statement saying. Quote what New Jersey is facing isn't just an energy crisis. It is a consequence of bad policy. For 7 years, New Jersey Democrats have pushed failed energy agenda that weakened our energy grid and drove electric bills through the roof, and now instead of admitting their. Stake in changing course. Democrats are doubling down, rushing to lock in their disastrous scheme before Murphy leaves office. Republicans are really trying to drive this home, especially here before we hit the November election, and they want voters to remember this at the ballot box, of course they do. Um, uh, and Parker's a good guy. He and I have a good relationship, but with all due respect, he's wrong. Um, again, you wouldn't associate, if you, if you said, wait a minute, Murphy, progressive, what was the first move he made? In in energy extending the life of the nuclear power plants into the 2030s and 2040s, that was me, Parker. I just wanna make sure you know that that was me who did that. Every single natural gas, uh, plant we call balls and strikes on, um, we were not hell no on anything, um, offshore wind Parker asked our president. Why he pulled 11.5 gigawatts off of the planning grid, uh, huge amount of supply. Uh, Republicans have applauded that Jeff Van Drew led that march. Parker, you know him, you know him well. Why did they do that? Why would you, in your, when you're in a supply demand imbalance, why would you take 11.5 gigawatts, folks watching at home, that's enough to power 1.5 million homes with clean energy. I'm not going to apologize for that. Um, yeah, so those are moves on the chess board that I either I made in the affirmative or others made in the negative, but let's make sure, God forbid, that the facts are on the table as, as Daniel Patrick Moynihan used to say, we're all entitled to our own opinion. We're not entitled to our own set of facts. Um, Republican gubernatorial candidate Jack Citarelli said I'm gonna be shocked by this, I'm sure says that he'll ban offshore wind and diversify our energy. Sources in New Jersey to once again include natural gas, nuclear, rewrite the master plan as well, and deliver safe, clean and sustainable energy to everybody in the state at a price that you can afford. Mike She just this week, the Democratic candidate, said that she would freeze electric bills for a year if elected governor, and that begs the question. So this is, this is what she's proposed. Why haven't you done that? I would like to know how you do that. These are private enterprises. Uh, we've done any, I, I, I don't wanna go through the litany that I've just gone through. Why would you take offshore wind off? You gotta ask Jack when he's on here. Why would you do that? It makes no sense, including the solicitations that had just most recently taken place are 30, 35 miles offshore, so you eliminate. Either literally or virtually literally any of the line of sight concerns and complaints on places like Long Beach Island literally eliminated. Why would you take 11.5 gigawatts of the again, you've got a supply demand imbalance. The last thing we should be doing is taking supply out of the equation, further exacerbating that imbalance. It's why offshore wind makes sense. It's why. What we did with the nukes makes sense, uh, looking to next generation modular nuclear reactors makes sense considering natural gas for sure, uh, expanding solar like no state in America, pounding away at PJM that's real action. Um, unfortunately, the rates right now are, are going through the roof. I'm not denying that and I'm not denying the pain. Putting $430 million on the street is real action. Um, so with all due respect to the rhetoric, let's look at what the facts are and what we actually can do to rebalance, a big supply demand gap. We have so much more to talk about today, Governor. Welcome back to Ask Governor Murphy here on News 12 New Jersey. I'm Eric Klanz Kerner. Uh, Governor, we, we have a question here about a new proposal by the New Jersey Department of Labor, a relatively recent proposal anyway to change how workers are classified. Uh, and in a nutshell, it would drastically reduce the number of independent contractors in New Jersey. So let's go to this question here from Kim. Kim posted on X, nearly 2. Dozen legislators on both sides of the aisle in Trenton have publicly expressed concern about NJDOL's proposed independent contractor rule, including it being outside of statute and case law, goes on to say why won't the governor rescind this deeply misguided proposal? Uh, Kim, uh, good question, um, and I will ask, I think I'm gonna ask Dennis again, Dennis Sevaoff again to follow up with Kim. Uh, this is a proposal exactly what Kim suggests. It's a proposal. It's in that process where we're taking input, uh, basically public, uh, input on all sides of this. um, no decisions have been made yet. It doesn't mean that we either endorse it or walk away from it. Um, that's a good amount of debate, very passionate, uh, but Kim, stay tuned. I'll ask Dennis to follow to follow up with you. To go through the pluses and minuses on both sides of this, um, but this is not yet, not yet nearly in cement. Um, and that's a process that will play out over the next few weeks, as you know, the, uh, NJBIA, New Jersey Business and Industry Association is vehemently against this. Um, they argue that this will eliminate flexibility for gig workers, uh, freelancers, increased costs for businesses, potentially harm the economy. Senator Bramnick also weighed in on this. He said that it'll drive small business owners out of New Jersey. Plain and simple by misclassifying thousands of independent contractors as employees. So, uh, as I said, the, the, the, uh, if I didn't say this already, I'll say it, the support and opposition is passionate on this one. Um, it's not just NJBIA or John, but you've got a lot of the corporates we've heard from directly. So we'll see, we'll see where it lands. I'd ask everyone to stay calm, continue to weigh in. So in your mind, what's, what's the pro for doing this? Well, I don't wanna, again, I don't wanna put my finger on the, on the scale here. Um, you've, you've had big debates around the country. You've had them in New Jersey. This is not the first time we've had the question is, are you an employee or are you an independent contractor? And the folks who like the employee lane, uh, see, you know, a wage and benefit protection typically, um, and the independent contractor lane sees a certain amount of flexibility, uh, which is also understandable and those, those aren't the only pluses with either side, but those will give you a sense of some of the sort of headlines. We'll see where where it comes out, Governor, uh, we're on the verge of a new school year starting, as you know, um, getting ready to shove my kids out the door again. uh, let's hope they're not watching. I hope they're not watching. Uh, listen, residents in, in, in many communities are obviously still understandably concerned about the school funding formula. In Neptune in particular, facing their largest tax hike ever as an increase of just under $1500 on average due to the cut in state aid to schools, the mayor in a statement said, quote, We are now witnessing a crisis driven not by local mismanagement but by state level decisions that have decimated school funding. So I mean it's a $1,447 on average increase in property taxes. That's a big number, big number, pretty ludicrous, uh, I mean, and the people there find it offensive. What would you say to them about why this is happening before I answer that question? I meant to say this in the last break. Ed from South Amboy asked when the anchor payments starts September 15th. Ed, I hope you're still watching. I'll make sure that we follow up and get him that answer. So if first of all, number one, the budget I just signed all-time record high in school funding. US News and World Report just a couple of months ago reiterated New Jersey number one public education system in America. Every year since I've been governor, this formula, which by the way, I didn't invent, uh, this formula has led to about 65% of districts getting more money from the state, about 30% getting less money, and about 5% that are a push one way basically flat. Why would you get less money? There's principally one or both of two reasons. Number one, a capacity question you have fewer kids relative to the number of seats in your district, uh, and by the way, there are kind of a crazy thing, but it's true there are communities in this state where you can't get a single family home. Yet their enrollment with kids has gone down. Um, older home buyers, religious schools is a big region, particularly in Ocean County, uh, but not only there to pick two, to pick two examples families deciding to defer to when they have kids or have fewer kids. So one reason is you've got more seats or more buildings than you have kids to fill them up. The second reason. Is that you can afford based on a wealth metric you locally you community you town X can afford to pay more so that school funding in any district is a combination of the local input and the state input. So just because the state number may move around does not necessarily mean that the total doesn't move around, um, and so the second reason is that you, the local community can afford to put more money to work. I don't know the Neptune situation. Uh, intimately I'll make sure our folks follow up Rob Field. I'd love to ask Rob to follow up with the Neptune folks, but it is overwhelmingly one or both of those reasons. We have a fund that helps transition through that process. We have professional advisors who we are willing to put into those districts to help folks come to grips, uh, and I understand if it's the former. You have 3 high schools, you should have 2. You, you have 5 middle schools, you should have. For, um, to use a diplomatic phrase, former diplomat, that sucks. I get that, you know, the, the, the, the school play you were in 30 years ago, the state title you won in 1995, all the emotions, I get that, but that's not me. That's a decision as painful as it is. That's a decision we'll help with that decision, but that's a has to be driven, uh, locally first. Governor, we have to take a quick break. We got a few more minutes left here on ASCA Murphy. Thanks for taking my call. Good, thank you. I'm an educator in New Jersey, and my question for you is, as we begin the new school year, we have a bill that's sitting on your desk, Bill A 16752078. This is a break in service bill. This bill was formed by a bunch of women in a grassroots effort who were being punished for stepping away from taking. Care of their own children for health issues or taking care of sick elderly parents. I'm actually one of them. My daughter had learning disabilities and had to step away for 2 years and 1 day, and that one day caused my pension to drastically be reduced, and now I have to work an additional 15 years. So at the end of the day there's just a bunch. us teachers who want to know how you can help us right this wrong and get this bill signed quickly. Melissa, thank you for that. I will ask Asaad Akhtar on our team to follow up with you to give you a sense of the status of the bill. We know the bill well conceptually. It makes a lot of sense. It's mostly women, by the way, who have Uh, moms who have been, um, uh, impacted by this, um, conceptually it makes sense we haven't made the call in terms of how we'll deal with it, uh, but understand the concern. I'll ask Assad to follow up with you to give you a sense of what what the status of it is. And again, conceptually we get it, uh, but a lot of these bills that doubles in the details as they say.
