Both tubes of the Hugh L. Carey Tunnel, formerly known as the Brooklyn-Battery Tunnel, have reopened in both directions to all non-truck traffic.
One tube was first reopened to buses on Nov. 12 and then to cars on Nov. 13. Use of the one side was limited to Manhattan-bound traffic in peak morning hours and Brooklyn-bound traffic during the evening rush.
The tunnel suffered extensive damage to its electrical, lighting, communication and ventilation systems due to heavy flooding from Hurricane Sandy.
