Senate and House Leaders have agreed to include the Zadroga Act in the spending bill.
The 9/11 health and compensation program is expected to pass this week.
New York State lawmakers say a permanent 75-year renewal of the World Trade Center health program, and a five-year fully funded renewal of the 9/11 victim compensation fund will be also be included.
