Mayor Bill de Blasio Monday announced a plan to create free universal pre-K for 3 year olds. 
The mayor made the announcement at P.S. 1 in the Bronx.
He says the plan will first being in District 7 in the Bronx and District 23 in Brooklyn.
The plan could begin as early as September, officials say.
