Police say two people have been charged after a 4-year-old boy was found unresponsive in a East Flatbush shelter on Tuesday.

Police say the boy's mom, 26-year-old Miriam Elkayam, has been charged with abandonment of a child and criminal possession of a controlled substance. Sklar Yitzhok, 32, has also been charged with abandonment of a child and criminal possession of a controlled substance. The relationship of the man to the child is not known.

Police sources say officers initially responded to a call of child abuse and found bruising on the boy’s stomach.

News 12 has been told drugs were discovered at the scene and that Narcan was administered twice but did not work.

The medical examiner is still investigating how the child died.

Police have not confirmed if the child was exposed to drugs.

A spokesperson for the Department of Social Services calls this a “heartbreaking and horrific tragedy” and says DSS will conduct a thorough investigation.
