Crime has hit historic lows in 2025 across New York City, according to NYPD commissioner Jessica Tisch.
Tisch held the first public safety briefing of the new year alongside Mayor Zohran Mamdani and Gov. Kathy Hochul at 1 Police Plaza.
NYPD data revealed that 2025 was the safest year for gun violence, with the lowest shooting incidents and victims recorded in city history. Particularly, Dec. 2025 was painted to be the safest month with a sharp decline in shootings by 43%.
In 2025, the city reported 688 shooting victims, down by 24% (856 victims) from the previous year.
"These historic reductions in crime did not happen by chance or accident — they are the direct product of a deliberate, data-driven strategy achieving unprecedented public safety milestones for New York City," said Tisch. "The NYPD drove shooting incidents and shooting victims to the lowest levels in recorded history and delivered the safest year on our subway system, outside of the pandemic era, since 2009. These numbers describe an agency that’s firing on all cylinders: taking down violent gangs, removing thousands of guns off the street, and shattering record-low violent crime numbers. New York City is still the safest big city in the country, thanks to the extraordinary work of the women and men of the NYPD who answer the call every day to protect and serve.”
While the commissioner touted record lows in major crime, she says the city has not yet turned the tide on youth crime. The city recorded the highest number of shooting victims and shooting suspects under the age of 18 since they began tracking the data in 2018. Data shows 14% of shooting victims and 18% of shooting suspects were under 18 in 2025.
In response to the youth violence, the NYPD created school safety zones where they deployed officers into areas that teens and kids are most at risk like bus stops, and the routes students take to and from school. That has proven to be a success so far, Tisch says. Overall crime in down by more than 50% while shootings are down over 75% in those zones.
Tisch says addressing youth crime is going to be an all-hands-on deck approach on both the city and state level.
“Last year, New York City had its safest year for gun violence ever. This achievement—among many others—is a testament to the leadership of Police Commissioner Jessica Tisch, the dedication of the NYPD, and the tireless work of community-based organizations that help keep our neighborhoods safe,” said New York City Mayor Zohran Mamdani. “This work, however, is not done. Together with Police Commissioner Tisch and Governor Kathy Hochul, we will continue to drive down crime—addressing the needs of New Yorkers and working with our officers to deliver public safety.”
Additionally, the NYPD said crime in all major categories saw a decline for the most part. With murders, robberies, burglary, auto theft and grand larceny all down. Crime in city housing developments was also down by 3.6% while hate crimes dipped by 12%.
Areas that still need improvement include felony assault and rapes. Tisch says assaults on public sector employees and domestic violence drove numbers up slightly, with roughly a 25% increase in assaults on police officers in 2025. Domestic violence incidents also made up 41% of recoded felony assaults.
As for the subway system, data points to 2025 being the safest year on the rails outside of the pandemic years since 2009. Officers confiscated 77 guns in the system, that the NYPD says helped drop shooting incidents by 62.5% and shooting victims by 78.6% in the system.
Tisch also made it clear that she reports directly to the mayor, despite executive orders that placed the NYPD under the directive of the first deputy mayor.
"I also want to thank Mayor Mamdani to whom I report directly and with whom I am developing a close and productive relationship, I look forward to working to him to continue to drive down crime in 2026," said Tisch.
