        State Sen. Kevin Parker (D-21st District) has ignited tensions with a controversial Twitter comment, criticizing negotiations over the latest budget proposal. Parker described the discussions as, "three white guys in a room making all the decisions," allegedly referring to Senate Majority Dean Skelos (R-District 9), Assembly Speaker Sheldon Silver (D-64th District) and Gov. Andrew Cuomo (D-N.Y.). The remarks come on the heels of recent budget talks that Skelos said were going smoothly. Cuomo announced Tuesday that he and lawmakers agreed on a $132.5 billion budget proposal that includes no new taxes and increases spending by 2 percent.
