Officials sent a Dumpster to the Waterloo Apartments today to pick up a heap of trash residents say hadn't been picked up in months.
Residents claim that the East 176th Street building workers allow the trash to pile up, attracting rats, roaches and flies.
The city Department of Sanitation says it is not allowed to enter private property to remove garbage. The department says homeowners, custodians and building managers are required to bring the trash to the curb.
