The death of a Bedford-Stuyvesant 7-year-old has been ruled a homicide and both parents have been charged with second-degree murder.Police found Nixzmary Brown shackled to a chair inside her apartment Wednesday. An autopsy showed the child died from a brain hemorrhage caused by blunt impact to the head. Police identify the child's mother as Nixzaliz Santiago and stepfather as Cesar Rodriquez, who is believed to be the father of at least two other children. Five other children were removed from the apartment after Brown's body was found. Caseworkers for Administration for Children's Services had been investigating allegations of abuse at the home since December. Santiago was charged with murder, reckless endangerment and child endangerment. Rodriquez was charged with weapon possession, murder, sexual abuse and child endangerment.
