Pigeons swarming a Throgs Neck home have stirred controversy among neighbors on whether the birds are a nuisance or enhancement.
David Casciello has been feeding and caring for wildlife for the past 10 years at his Huntington Avenue home. Neighbor Anne Grant says it doesn?t bother her because she always sees Casciello cleaning. However, others are less understanding. Alisa McFarland says excrement covers people?s cars, homes and a swing set in her back yard.
The Department of Health says it issued a violation in 2005 for animal nuisance conditions. Officials say they will re-inspect the property.
