Children are spending too much time in the city's foster care system, according to a new report. 
The Daily News says that a report from Public Advocate Letitia James surveyed foster parents, foster kids and birth parents.
It found that 71 percent said the child in their case spent at least two years in the system being shuttled between homes. 
However, the Administration for Children's Services says that since the 1990s, the city has reduced the number of children in the system by thousands.
