A new national report card shows that New York City students' test scores are falling flat.
According to the release, there has been little change among test grades over the past two years, with city students scoring about the same as public school kids in other large cities.
School Chancellor Dennis Walcott said that the lack of progress doesn't cast doubt on policies Mayor Michael Bloomberg started since taking control of the school system in 2002.
