Neighbors living near the Plum Beach rest stop say security of the site has slackened since the 2006 deadly hate crime that took place there.
After the murder of Michael Sandy at the hands of three men, the community vowed to keep the Plum Beach rest stop locked at night.
However, neighbor Daniel Cavanagh says the site remains open three or four nights a week.
Police say they don't have the staff and funds needed to secure the rest stop, adding that it's the responsibility of the Parks Department. Parks officials, however, say the site doesn't fall under their jurisdiction.
