The Civilian Complaint Review Board says the officer who tackled former professional tennis player James Blake used excessive force during a mistaken arrest.
The board says officers James Frascatore and Daniel Herzog abused their power when they arrested Blake in Midtown last month.
Since the arrest, Mayor Bill de Blasio and NYPD Commissioner Bill Bratton have both apologized to Blake.
The board has recommended disciplinary action be taken against the officers.
