Halloween is off limits to the state?s worst sex offenders for the second year in a row to keep Brooklyn children safe.
The state has ordered level-three sex offenders to be home by 3 p.m., or as soon as they get off from work. They must stay indoors until 6 a.m. Wednesday. Offenders are also prohibited from putting up Halloween decorations or answering the door, but they must answer the phone so their probation officer can check on them.
Police Commissioner Raymond Kelly says the rules affect more than 1,600 sex offenders living in New York City.
