Tenants in 3205 and 3191 Emmons Avenue say they have been living with dangerous conditions for years, including electrical issues, mice, rat and roach infestations, broken appliances and leaks that have led to mold.

Shannon Ingram said she returned home from a military deployment to find her kitchen infested with roaches. She added that her stove has not worked in months.

“As a mom and as a veteran, it’s really hard,” Ingram said.

Multiple tenants told News 12 that complaints to management often go unanswered for months and sometimes years.

City records show the two buildings have accumulated hundreds of violations from the Department of Housing Preservation and Development and the Department of Buildings.

Earlier this year, A&E management reached a $2.1 million settlement with the city, ordering them to address more than 4,000 violations across multiple properties and to stop harassing tenants.

However, the Emmons Avenue buildings are not included in that agreement.

In a statement, a spokesperson for A&E said in part: "We work diligently to resolve issues for our residents as quickly as we can. At the same time, we recognize how frustratingly slow the process can be, as fixes often require City sign-off and access to individual apartments, which can significantly impede progress.”

Tenants say conditions have persisted for years.
