State agencies are bracing for more cuts ahead of Gov. Andrew Cuomo's budget presentation tomorrow.
The budget is expected to include $1.9 billion in new spending and another 2.5 percent in cuts, which have already totaled 30 percent since 2007.
Of the spending money, $250 million will be used to offset a New York City Transit payroll tax cut and $50 million will be used for upstate communities still trying to recover from flooding last summer.
