Tenant expresses concerns over giant hole left by landlord

Flatbush resident Latchman Bharat says after that after fixing a leaky pipe in his apartment nearly a year ago, Bharat's landlord left a three-foot gaping hole in his wall, which his landlord refuses to fix.
Dealing with winters in New York City can be brutal enough.
Now imagine freezing temperatures making an appearance in the comfort of one's home.
There are several notices of violation surrounding Bharat's home.
Not only are vermen and bugs an issue in his apartment, but the cold air flowing through the hole, coupled with the lack of heat are seriously affecting Bharat's health.
He has not had heat since November 2019.
Bharat took his landlord to Landlord and Tenant court over the summer.
The NYC Department of Housing Preservation and Development visited his home and wrote up several violations.
According to the HPD, the landlord does have a duty to fulfill.
If he fails to do so, the HPD will have to take further action.
Bharat has also submitted multiple police reports to combat the issues in his apartment but still nothing.
The silence from his landlord has left Bharat fearing for his life.
