Some education advocates say Brooklyn Technical School and Stuyvesant High School, as well as a Bronx specialized school, are shutting out minority students.

According to a New York Times report, since the city created a specialized institution program 10 years ago, the number of black and Hispanic students in the schools has declined. The report also shows Asian student enrollment keeps increasing. According to the report, in 1995, black students made up 37.3 percent of the Brooklyn Technical High School student body and now, that number is 14.9 percent. At Stuyvesant, blacks make up only 2.2 percent down from 4.4 percent 11 years ago.

Some education officials say they do not know the reason for this trend. Some education advocates believe the schools should not rely solely on a tough admission exam to decide who can attend.
