After two volunteer firefighters from the Aviation Volunteer Fire Department were detained for responding to a call, many are questioning the legitimacy of the organization.
Officials say the department in Classon Point lacks proper training and authorization to be a fire department, has no non-profit status and has not been approved by the mayor.
The department acknowledges its tainted past but stands by its new management.
