Police: No charges after hit-and-run kills 4-year-old girl in Bushwick

<p>Police say the woman whose car struck and killed a 4-year-old girl in Bushwick Sunday has not been charged with a crime -- even though she left the scene and drove several blocks before police pulled her over.</p>

Police say the woman whose car struck and killed a 4-year-old girl in Bushwick Sunday has not been charged with a crime -- even though she left the scene and drove several blocks before police pulled her over.
Authorities say Luz Gonzalez was riding her scooter on a sidewalk Sunday when her mother stopped to tie her daughter's shoe.
A 38-year-old woman pulled out of a parking lot on Hart Street and struck them both near the curb cut.
The child sustained severe trauma to her chest and torso and was rushed to Wyckoff Hospital, where she was pronounced dead, authorities say. The mother's injuries were minor, and she has since been released from the hospital.
Police say the driver continued for several blocks before police pulled her over, but she is not facing any charges or violations.
Sources say she did not even know she hit anyone.
Neighbors say the parking lot should be replaced because of its poor design -- which requires drivers to cross the sidewalk to get out. Some have suggested putting a fence in the area for the safety of other children.
The city Department of Buildings say it's received two 311 complaints about the parking lot. Workers from the DOB were on the scene Monday to evaluate the safety of the parking lot. Officials say they will open an investigation into its safety and legality.
Relatives and other community members visited the scene for a vigil Monday evening. A band joined them and played music in front of the memorial.
