'She does not care': 96-year-old tenant says NYCHA must take action against upstairs neighbor causing water damage

A 96-year-old Holocaust survivor says for the last 10 years, her NYCHA apartment in Sheepshead Bay has been suffering from water damage from the unit above hers on the sixth floor.

Adel Kogan says that on April 29, the ceiling in her bathroom collapsed, sending more water rushing down and a fresh complaint to NYCHA, which says it will be replastering her home.

Kogan says she has lived for 10 years with water damage consistently coming from the unit above.

She says that the upstairs neighbor turns away repairs and has not allowed structural repairs to the unit, and as a result, it's making her sick.

"I have asthma, I cannot breathe, I cannot go anywhere in my apartment because the water is running over my head with the paint falling off," she said.

Kogan says she has also had family heirlooms destroyed, including a more than 100-year-old photo of her grandmother from Ukraine.

"I want her punished because she doesn't care what's going on what she does - the apartment is destroyed and my health destroyed also," she said, pointing out that no corner of the apartment has been spared from the peeling paint and dripping water.

NYCHA tells News 12 crews are set to inspect the upstairs apartment Tuesday night, but Kogan says she's heard that before and doesn't have another decade to wait.

"They need to solve the real problem, so she does not break anything else, because I cannot live with this stress, it's going to put me in the grave, and I just want a clean and beautiful place to live," she said.
