Bed-Stuy community clashes over off-leash dogs and crumbling conditions at Herbert Von King Park

Residents and parkgoers around Herbert Von King Park say what should be a welcoming neighborhood green space has become a daily challenge, pointing to patchy grass, dog waste and concerns about off-leash animals in restricted areas.

Recent improvements to grassy sections have not held up, according to visitors, who describe largely dirt-covered areas and ongoing sanitation issues.

“They just planted this grass a couple of months ago - it's all dirt. The dog mess is all over.” Leonard said.

Beyond maintenance issues, park users say they are increasingly cautious while using shared spaces, often scanning for off-leash dogs in areas where they are not permitted.

“I do see people with, like, the dogs off the leashes. You're on edge because you're worried about the other dogs and what they may be doing and how they might interact with your dog.” Kaitlyn Krull said.

Just steps away, the designated dog run, meant to provide a controlled environment for pets, has also drawn criticism. Users point to flooding, poor drainage and repeated maintenance issues, citing more than 20 service requests.

“The dogs are peeing in there, popping. When it floods, a lot of dogs will really like to dig in dirt - they tend to eat it and then they get sick.” Jennifer Wilkin said.

In response to ongoing complaints, NYC Parks has announced a $1.8 million plan to fully rebuild the dog run, using upgraded, state-of-the-art turf designed to improve drainage and reduce long-term maintenance needs.

Some dog owners say the project is a step in the right direction.

“The city is going to be doing some work there, so I think a lot of dog owners' concerns have been heard.” Jennifer Wilkin said.

While upgrades to the dog run are planned, NYC Park officials continue to emphasize that park rules remain in place. Dogs are required to be leashed outside designated areas, and violations can result in enforcement action.

For now, residents say the park remains a shared space under strain - balancing everyday recreation, pet activity, and long-standing concerns about upkeep and enforcement.
