A man accused of walking along balconies and looking into condominium units at a Norwalk complex over several months has been arrested, police said.
Investigators charged 40-year-old Frank Williams with second-degree breach of peace after residents at a building on Oakwood Avenue repeatedly reported seeing a man on rear balconies and peering into condos.
Police said the incidents happened multiple times since July. Detectives identified Williams through surveillance video, witness interviews and tips from the public.
Williams is being held on a $25,000 bond and is scheduled to return to court next month.
