Frustrated Brooklyn and city residents told the City Council's Sanitation Committee Wednesday they're tired of getting trashed through excessive ticketing.

Homeowners complained the $100 fine for a first offense is too steep. They also argued it's unfair to ticket people between 12 and 1 p.m., hours when most people are at work. Sanitation Department critics feel the ticket blitz is just another way for the city to gain revenue.Councilman Simcha Felder said sanitation ticketing should be a matter of compliance, not money. He is proposing legislation that would reduce the fine for first-time offenders to $50 and change ticketing times.
